Issues and options for the revision of the state aid guidelines in the context of the EU ETS

The state aid guidelines are up for revision – not review – which means that they could change significantly. The current guidelines expire on 31 December 2020, and the new guidelines would ‘indicatively’ be ready by Q3 2020 – just a few months before the new ones actually enter into force.
ERCST held a first roundtable on the revision of the State Aid Guidelines related to the EU ETS on March 29th – focusing on various issues that will be central to the revision, and the options to address those issues.
We will continue these discussions on May 7th, building on feedback from industrial stakeholders to their focused consultation, and on positions for the public consultation due to end May 16th.
ERCST is preparing an issues and options paper on how indirect EU ETS costs could be dealt with by the new guidelines, building upon discussions organised by ERCST and feedback from various stakeholders to Commission consultations.
