A Vision for the Future of EU Carbon Market Governance

The event will discuss how EU carbon-market governance could be strengthened and explore the concept of a European Central Carbon Bank (ECCB) or European Carbon Management Agency (ECMA) as a possible future model. The objective is to consider how a more transparent, predictable and accountable governance framework could support market stability, investment and the credibility of EU climate policy.

The discussion will focus on:

  • What the proposed EU ETS reform means for the future governance of the carbon market.
  • How an increasingly complex system – combining a declining cap, the MSR, removals, international credits and investment support – can be managed coherently.
  • Whether a European Central Carbon Bank (ECCB) or European Carbon Management Agency (ECMA) could provide an appropriate institutional framework for these new functions.
  • How stronger, more transparent and accountable governance could support market stability, investment and the EU’s climate objectives towards 2040 and climate neutrality.
