As the EU CBAM moved from its transition phase into its definitive phase, 2026 marks the first edition of the annual “State of the EU CBAM” Report. The Report aims to provide an independent contribution to the evolving policy debate, supporting stakeholders in assessing whether the mechanism remains effective, robust, and fit to achieve its objectives.
Designed as a yearly snapshot of the CBAM’s development, the Report will track key policy and market developments, identify remaining gaps and potential loopholes, establish indicators to assess the mechanism’s performance, and explore a fundamental question: how should the success of the EU CBAM be measured?
This Expert Consultation will bring together a select group of stakeholders and experts to discuss the scope, methodology, and proposed key performance indicators for the first edition of the Report. The discussion will help ensure that the analysis reflects the most relevant challenges and priorities for the CBAM community.
