Stakeholder meeting “Border Carbon Adjustments in the EU – issues and options”

The incoming European Commission President Ursula von der Leyen announced her intention to present an ambitious ‘European Green Deal’, coupled with a ‘Carbon Border Tax’, early in her mandate. So far, we can only speculate what such a border measure might look like, as few policy details have been released. The ERCST project ‘Border Carbon Adjustments in the EU—Issues and Options’ aims to present a clear picture of the different ways a BCA can be designed and implemented in the EU context. We will assess the political feasibility within the EU, and determine the WTO-compatibility of an EU BCA and the potential for retaliatory measures. In addition, we will assess the competitiveness impacts of design options, and conduct a detailed analysis of integration of the BCA in the EU ETS framework (including the potential for replacement of free allocation as the current carbon leakage protection mechanism).
The first draft will be published in February, and this meeting is aimed to discuss this draft report, and BCA’s in the EU in general, with invited experts, policymakers, and other stakeholders.
