As part of its ongoing work on the future of EU climate policy, ERCST is continuing its dialogue with stakeholders on the role of international carbon markets in supporting the European Union’s climate objectives.
The EU Climate Law foresees the potential use of a limited volume of international carbon credits towards meeting the EU’s 2040 targets. However, how such an approach could be operationalized remains under discussion, both within the EU and internationally. This meeting aims to contribute to this debate by examining the conditions under which international carbon markets could be integrated into the EU policy framework.
Building on a draft ERCST paper prepared for this workstream, the discussion will focus on ensuring the environmental integrity of international credits, as well as the governance and regulatory considerations associated with their use.
The stakeholder exchange will explore key questions, including:
- What criteria should be applied to determine the eligibility of international carbon credits within the EU climate policy,
- what barriers and risks need to be addressed in integrating such mechanisms,
- and how an appropriate governance framework can be designed to ensure credibility, transparency, and effectiveness.
