As part of the European Green Deal, implementation of a BCA is once again being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal, and European Council conclusions from July, a proposal for a BCA for “selected sectors” will be released in 2021 and should be introduced by the end of 2022.
This meeting is the kick-off of the 2nd part of ERCST’s project on Border Carbon Adjustments in the EU. The first part culminated in a report published in September on the issues and options for introducing a BCA in the EU.
During this meeting, the ERCST will outline the research activities it will undertake and expected deliveries during this second part of the project, which will last until the end of 2021. Some of the activities that will be undertaken during 2021 are sectoral deep dives regarding the suitability of a BCA to address carbon leakage issues in different sectors, develop ERCST’s own proposal for a BCA in the EU BCA proposal, further accompanying and evaluating the official legislative process, and develop a framework of different policy measures and tools to address carbon leakage.
