While the CBAM’s transitional period is underway, several issues remain unresolved ahead of the definitive period, and numerous delegated and implementing legislations, as well as reviews, are due before the end of the transitional period.

Altogether, 2025 is a pivotal year for the CBAM, with key decisions on its main design parameters expected through multiple reviews, as well as implementing and delegated acts scheduled throughout the year.

In the second report under the ‘Border Carbon Adjustments in the EU – Phase VI’ workstream, ERCST will explore the extension of the CBAM scope to downstream products and additional sectors, in anticipation of the formal review by the European Commission planned for 2025.

At this expert consultation, the ERCST will invite a small group of key stakeholders to discuss the implications of expanding the CBAM scope and explore the key KPIs that should be evaluated when considering its extension to specific downstream products and additional sectors.
