The CBAM’s transitional period is now underway, however several issues remain unresolved ahead of the definitive period and numerous delegated and implementing legislations, along with reviews are due before the end of the transitional period. The ERCST’s CBAM V will start off 2024 by revisiting the topic of exports, this time focusing on the review that is a part of the EU ETS legislation.

At this expert consultation the ERCST invited a small group of people to discuss the carbon leakage risk for goods subject to CBAM and produced in the EU for export related to the review under the ETS of 2024.

We invited covered sectors and other stakeholders to obtain current insights on production and market trends, potential export volumes at risk due to the current absence of a solution for export-related leakage risk and try to better understand the domestic and international implications of export-related leakage.
