This meeting focused on two aspects of the Phase 4 discussion: how do we address the large over-supply of allowances currently in the market and how will carbon leakage protection evolve up to 2030. It is hoped that this meeting will help catalyze a solution that will provide a good balance between these two elements, and ensure that the EU ETS remains a central element of the EU climate policy.
