Since 2019, ERCST has built up solid experience on BCAs and carbon leakage issues in the EU context. The ERCST Team has accompanied the CBAM file from its earliest stages in the legislative process, providing analytical input to the discussion on BCAs and fostering an informed debate with domestic and international stakeholders.

At this event, the ERCST Team will present its report on one of the “crunch issues” in the EU’s CBAM: Exports. Exports are currently not included in the Commission’s CBAM proposal due to significant legal uncertainty regarding the alignment with WTO rules. However, there are concerns that the exclusion of exports will open up an export-related carbon leakage channel, thereby harming EU competitiveness and climate ambition.

The ERCST Team will present its analysis and discuss the findings with those present, thereby contributing to the understanding of what it means to address exports in the CBAM.
