Accounting for baseline targets in NDCs: Issues and options for guidance

This paper considers different issues related to the accounting of NDC targets that use baselines, lessons learned from existing reporting related to baselines and interactions between Article 6 transfers and accounting of NDC baseline targets. Lastly, the paper presents options for guidance on accounting.
