With the EU ETS Directive under formal review, the integration of Carbon Dioxide Removals (CDR) into the carbon market has moved from a prospective question to an immediate legislative challenge. The Commission’s July 2026 proposal, Peter Liese’s EP amendment, and the UK ETS each offer distinct approaches to CDR integration, differing on eligibility, cap integrity, governance, and financing.
Fundamental questions remain unresolved: which technologies should be eligible, how is cap integrity ensured if removal supply falls short, and who governs and pays for a CDR programme of this scale?
This Expert Consultation brings together experts across carbon markets, CDR technology, and EU climate policy to examine these questions, drawing on ERCST’s forthcoming paper on CDR integration into the EU ETS.
