The European Climate Law – feedback to the Commission’s proposal
The European Climate law was one of the flagship measures proposed by the new Commission, to be adopted within the first 100 days of its mandate. It claims to “set the direction of travel for EU climate action, give predictability for investors, and anchor the irreversibility of the transformation”. A stakeholder’ consultation meeting took place in Brussels on January 28, and a first feedback period was completed on February 6, with close to 1000 contributions.
The proposal of the European Climate Law itself was published on March 4th, outlining the (legal) framework for achieving climate neutrality by 2050, including:
- Providing certainty and confidence on the EU’s commitments;
- Enhancing adaptation efforts;
- Set out a process to enhance and review the trajectory;
- Assessment of progress against the commitments;
- Assessment and review of existing policies in light of consistency with the objectives of the climate law.
The proposal is now subjected to an 8week feedback period. All feedback is to be summarized by the Commission and presented to the Parliament and Council. The climate law is a ‘game changer’ for the EU’s climate ambition, as it enshrines a pathway of the next three decades, and should be examined with the outmost attention. The issue of timing should also be examined in light of the current constraints on the public debate.
This meeting aims discuss stakeholders’ views on the climate law and feedback they plan to submit. ERCST will present its feedback to foster debate, which will be followed by a discussion among participants.
