Global Town Hall on Border Carbon Adjustments

As part of the European Green Deal, implementation of a BCA is being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal, and European Council conclusions from July, a proposal for a BCA for “selected sectors” will be released in 2021 and should be introduced by the end of 2022.
We appreciate stakeholers’ active participation in the first part of the ERCST’s Project on Border Carbon Adjustments in the EU, which started at the end of 2019 and concluded with the publication of the Report on 30 September 2020. As part of ERCST’s continued BCA Project, reports are foreseen on the applicability of a BCA on different sectors (a sectoral deep dive), on our proposal of what for a BCA in the EU should look like, and a proposal for a framework for different policy measures to address carbon leakage. We will also continue to evaluate and accompany the Commission’s official process leading up to the BCA proposal.
During this 2-day global conference, ERCST will be joined by participants from the 8 BCA town halls which took place in 2020: US, Ukraine, South Africa, Russia, Mexico, South Korea, Japan and India.
The first day will focus on global reactions to the EU’s plans to introduce a CBAM, while the second day will be devoted to engaging stakeholders in a discussion on how to calculate the economic impacts arising from a CBAM and the results of the Commission’s public consultation.
