Expert Consultation: Level of Effort and Treating Non-pricing Policies in the EU CBAM

One of the most critically important issues in the EU CBAM, yet to be resolved, is the question of how to compare the level of effort in third countries’ climate policies to that of the EU in order to determine crediting against the CBAM.
This touches on the question of equity. Purchasing power differs widely across the globe, so can even an explicit carbon price be directly compared to the price in the EU? For non-pricing policies additional difficulties present themselves: On the one hand, is an adjustment for these policies necessary when their effect should be indirectly accounted for through reduced CBAM charges for goods with lower CO2 intensity? On the other hand, some analysts argue that an additional cost still remains which is not accounted for in the lower CBAM charge. Finally, from a legal perspective, which choices are compatible with WTO law to prevent an unfair advantage to any country or region?
In light of this ongoing debate, this roundtable discussion will bring together global experts in the areas of economics, law, and policy to assess existing proposals of how to treat non-pricing policies in the EU CBAM.
