This paper takes a novel approach to studying the volume and origin of CERs that are still on the market, combining a ‘top down’ analysis of data in reports of countries and the CDM registry with a ‘bottom-up’ analysis of national registries of Annex B countries. The study analyses the impact of cut off dates currently considered as eligibility criteria in UNFCCC negotiations. Furthermore, lessons learned are presented from the experience with the Kyoto Protocol related to supply and demand, transparency and accounting.
