The paper defines define a set of criteria for possible restriction of the transition of CDM credits to the Paris Agreement, building on the key elements under discussion by international negotiators. Through differentiated application of these criteria, the paper develops and discusses three pathways, ranging from full CDM transition to strict limitation.
