This technical paper discusses how the processes necessary for the delivery of OMGE in accordance with chapter VIII of the annex to decision 3/CMA.3 (“Delivering overall mitigation in global emissions”) may be implemented and identifies issues and proposes options and solutions for addressing those issues.
