This paper explores potential non-market approaches (NMAs) under Article 6.8 and focusses on a particular NMA, the international bulk purchasing of climate technologies. By looking at the case of India’s Unnat Jyoti by Affordable LEDs (UJALA) scheme, the paper draws lessons for implementing and scaling up this NMA.
