Ensuring that offsets and other internationally transferred mitigation outcomes contribute effectively to limiting global warming

This paper shows that implementing the principle of “do no harm” in terms of which metrics can be used in Article 6.2 transactions is an effective way to ensure environmental integrity of ITMOs, moreover it can also be used in voluntary and other compliance markets. Other tools that can be used are approximate and exact “warming equivalent”, however there are significant challenges using this approach which are laid out in the paper.
