Achieving Overall Mitigation of Global Emissions under the Paris Article 6.4 Mechanism

This report presents a set of recommendations on how to implement overall mitigation in global emissions (OMGE), which is one of the objectives of the Article 6.4 mechanism. The report starts from what has been agreed so far in negotiations and attempts to arrive at a working definition. Finally, the options that are considered applicable under the Paris Agreement are assessed against a number of criteria.
