This paper explores whether or not mitigation outcomes should be generated from activities that fall under the scope of the transferring country’s NDC. Potential benefits and risks of having mitigation activities outside the scope of NDCs generate credits under Article 6.4 of the Paris Agreement are discussed, along with risk mitigation options to consider in the policy development process.
