This article proposes a typology for setting limits on international transfers of mitigation outcomes in order to address the risk of transferring ‘hot air’ and avoid creating a perverse incentive for countries not to increase their ambition of emission reduction targets. The article discusses key design options and tests different types of limits in the context of 15 countries.
