Update on developments in the international jurisdictions on the Border Carbon Adjustments

This paper is intended as an update on the status of discussions on border carbon adjustments (BCA) around the world and will be updated for new developments, as appropriate.
BCA has been discussed for a long time, but the political commitment of the EU and the expected proposal for a BCA from the EU Commission in June has catalyzed discussions and interest around the world. So far, the only jurisdiction that has such a tool in place is California with respect to imports of electricity.
