Position Paper – ERCST’s response to the European Commission’s public consultation for the review of the EU Emissions Trading System (EU ETS)

This position paper accompanied ERCST’s response to the Commission’s public consultation for the review of the EU ETS. This paper presents the rationale behind ERCST’s submission.

In this paper, ERCST provides its views on the various elements included in the consultation, including:

  1. The Contribution of the EU ETS to the overall climate ambition for 2030
  2. Addressing the risk of carbon leakage
  3. An increasing role for emissions trading
  4. Extension to Maritime greenhouse gas emissions
  5. Market Stability
  6. Revenues
  7. Low-carbon support mechanisms

This paper further highlights two areas which are missing from the public consultation:

  1. Flexibility and negative emissions
  2. Long-term considerations
