EU ETS Review: Political agreement after trilogues

Summary

The EU ETS is considered to be the cornerstone of the EU Climate Policy. The EU institutions achieved a provisional deal on December 18, concluding the interinstitutional negotiations that began on July 11.

In this policy brief, we reflect on the main points that have been disclosed at this time with the clear understanding that this may require an update when the official text emerges. The formal adoption by both the European Parliament and Council is expected to take place during the first quarter of 2023, and the EU ETS Directive to be implemented afterwards. The revised EU ETS should apply as of 2024.
