Addressing policy overlaps through the governance of the Energy Union

The importance of the Governance proposal cannot be overestimated. In its current format, it includes important provisions on reporting and assessment which should allow for the integration and transparency, at the EU level, of climate and energy policies, many of them planned, designed and implemented at the Member State level, in order to reach common EU objectives. This ERCST paper addresses what the Governance proposal does not currently include, specifically, provisions to address interactions between elements of the Energy Union. It outlines which principles should guide the handling of interactions at the level of the Governance of the Energy Union.
