This paper is intended as an update on the status of discussions on border carbon adjustments (BCAs) around the world and it is a new version for developments in June 2021.
BCA has been discussed for a long time, but the political commitment of the EU and the expected proposal for a BCA from the EU Commission in June has catalyzed discussions and interest around the world. So far, the only jurisdiction that has such a tool in place is California with respect to imports of electricity.
