Author(s): Andrei Marcu, Olivier Imbault, Chiara Cavallera

This paper aims to explore the critical role of hydrogen infrastructure in supporting the transition to a decarbonized and resilient energy system. It examines the need for dedicated hydrogen transport network and provides an overview of the current status of hydrogen infrastructure development in the EU, highlighting ongoing projects and regional initiatives. It also identifies the main uncertainties and technical, regulatory, and economic challenges that continue to hinder the deployment of hydrogen networks. Furthermore, the paper discusses the existing financial instruments and the current policy framework the EU has put in place so far. Drawing on key insights and perspectives gathered from stakeholders, industry participants, and hydrogen experts, the paper concludes with recommendations to guide policymakers, investors, and developers in advancing a coherent and resilient hydrogen infrastructure.
