In this paper, ERCST provides its views on the various elements included in the consultation, including:
- The Contribution of the EU ETS to the overall climate ambition for 2030
- Addressing the risk of carbon leakage
- An increasing role for emissions trading
- Extension to Maritime greenhouse gas emissions
- Market Stability
- Revenues
- Low-carbon support mechanisms
This paper further highlights two areas which are missing from the public consultation:
- Flexibility and negative emissions
- Long-term considerations
