Implementation and transposition of hydrogen regulations in the EU Member States

The implementation and transposition of hydrogen policies across EU member states play a crucial role in achieving the bloc’s decarbonisation goals and promoting a competitive hydrogen economy. While the EU has established a comprehensive but complex regulatory framework for renewable hydrogen, national approaches to translating these policies into action vary significantly, influenced by domestic priorities, industrial strategies, and infrastructure readiness.

The goal of this paper is to assess how EU Member States are implementing and transposing EU regulations and directives into their national framework. Ten Member States have been selected for this study.

This paper includes key insights gathered from two consultations with stakeholders that involved hydrogen experts from the relevant ministries responsible for implementation and transposition of hydrogen regulations and directives.
