SUMMARY:Preparing for the review of the EU ETS - The plan to decarbonize industry while protecting against carbon leakage
DESCRIPTION:This meeting is under Chatham House Rules \nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision. This webinar will be an opportunity for participants to engage in a discussion on how the ETS can help write the story of industrial decarbonisation\, and how protection against carbon leakage can be ensured throughout phase 4.\n \nSome of the key questions that will addressed during this meeting include: \n\nWhat is required beyond ‘a price on carbon’ for industry to decarbonize?\nWhat is the role of emerging ‘accompanying’ policies that are currently being discussed and implemented\, including carbon contracts for difference\, a consumption charge/climate contribution\, product(ion) standards\, etc; and how do they fit with the EU ETS?\nWhat type and level of public support aimed at decarbonising industry and ensuring the uptake of low-carbon products is necessary\, and what role can the EU ETS play?\nGiven the long investment cycles for industry\, what is needed to ensure investments made in the 20s and 30s will be in line with the 2050 net-neutrality goal as the carbon price alone will not drive these investments during this period?\nHow can the EU provide effective and efficient protection against carbon leakage while decarbonising its industry?\n\n \nWorkshop Material(s)\nAgenda\nERCST presentation – Industrial decarbonisation and Carbon Leakage\nPresentation by A. SUMMARY:Border Carbon Adjustment in the EU: European Parliament Own Initiative
DESCRIPTION:\n  \nAs part of the European Green Deal\, implementation of a BCA is once again being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal\, and European Council conclusions from July\, a proposal for a BCA for “selected sectors” will be released in 2021 and should be introduced by the end of 2022.  \nThis session will focus on the evolution of the debate and the own initiative of the European Parliament. As the plenary vote is planned at the session of March 8th\, it will be great opportunity to take stock and see how its results go along the work of the European Commission.  \n  \nWorkshop Material(s)\n Draft Agenda  \nERCST presentation \nEurometaux presentation \n  \nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n \nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:Preparing for the review of the EU ETS - carbon pricing in non-ETS sectors
DESCRIPTION:Registration\nThis meeting is under Chatham House Rules \nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision. This webinar will be an opportunity for participants to engage in a discussion on the different options to use of carbon pricing in non-ETS sectors\nSome of the key questions that will be addressed during this meeting include: \n\n\n\n\n\nWhich factors/criteria need to be taken into account on deciding which sectors should be subjected to carbon pricing?\nWhat are the different options to implement carbon pricing in non-ETS sectors? Include sectors in current ETS; introduce a stand-alone market-based scheme; or other options?\nWhat are the policy implications of extending the scope of the ETS to non-ETS sectors? How to avoid undermining the orderly functioning of the market? How to take into account other(national) policies to reduce emissions in those sectors?\nWhat are the climate governance implications\, if any\, of introducing an EU carbon pricing mechanism in sectors currently covered by the ESR?\nHow to address potential distributional effects of carbon pricing among the different Member States\, sectors and consumers?\n\n\n\n\n\nGiven its international nature\, both in terms of the activity itself and current efforts to reduce emissions\, how can international maritime emissions best be tackled by the EU\, including through coverage by the EU ETS\, while avoiding international retaliation?\n\n\n\n\n\n\n\n\n\n\n \nWorkshop Material(s)\nAgenda\nERCST Presentation \nC.
