SUMMARY:The state of the European Green Deal
DESCRIPTION:This meeting is part of a continuous series of meetings organized by ERCST on the European Green Deal\, which started in January 2020\, just after the plan of the new European Commission was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments\, look ahead to what is in the pipeline\, and discuss the general implementation of the EGD framework.\nThe European Green Deal can be seen as a collection of priorities\, principles and areas where legislative proposals will be produced in the coming years towards achieving net-zero emissions by 2050\, as well as other environmental objectives.\nThe implementation of the European Green Deal has been picking up speed\, with high-profile files\, as well as the framework legislation on the 2030 Target and 2050 climate neutrality having been agreed upon. Meanwhile\, the Commission is laying the groundwork for a number of other climate files\, including through public participation processes\, for the set of policy proposals expected by June 2021.\nThis session will focus on the recent high-level policy developments under the European Green Deal\, and the ‘general sentiment’ of stakeholders on the direction and implementation of the EGD.\n  \nRegistration \nWorkshop Material(s)\nDraft Agenda\n \nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n\n \nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:Global Town Hall on Border Carbon Adjustments
DESCRIPTION:This meeting is on the record |  Press is invited \nAs part of the European Green Deal\, implementation of a BCA is being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal\, and European Council conclusions from July\, a proposal for a BCA for “selected sectors” will be released in 2021 and should be introduced by the end of 2022. \n\n\nWe appreciate stakeholers’ active participation in the first part of the ERCST’s Project on Border Carbon Adjustments in the EU\, which started at the end of 2019 and concluded with the publication of the Report on 30 September 2020. As part of ERCST’s continued BCA Project\, reports are foreseen on the applicability of a BCA on different sectors (a sectoral deep dive)\, on our proposal of what for a BCA in the EU should look like\, and a proposal for a framework for different policy measures to address carbon leakage. We will also continue to evaluate and accompany the Commission’s official process leading up to the BCA proposal.\nDuring this 2-day global conference\, ERCST will be joined by participants from the 8 BCA town halls which took place in 2020: US\, Ukraine\, South Africa\, Russia\, Mexico\, South Korea\, Japan and India.\nThe first day will focus on global reactions to the EU’s plans to introduce a CBAM\, while the second day will be devoted to engaging stakeholders in a discussion on how to calculate the economic impacts arising from a CBAM and the results of the Commission’s public consultation. \n\n  \nRegistration\n  \nERCST’s project on border carbon adjustment is supported by  BASF\, BDI\, CEFIC\, Eurofer\,  Eurometaux\, Enel\, FuelsEurope\, the Government of France\, the Government of Germany\, Government of Spain\, HeidelbergCement\, Metinvest\,  Sitra and Solvay.\n\n  \nWorkshop materials\n\nDraft Agenda \nSummary Public Consultations – EC\nImpact Assessment – ERCST\nImpact Assessment – AFEP\nImpact Assessment – LIFE-CAKE\nImpact Assessment – WB\n\n\nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n\nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:Preparing for the review of the EU ETS - use and division of revenues & reflections on the December EUCO conclusions
DESCRIPTION:This meeting is under Chatham House Rules \nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision. This webinar will be an opportunity for participants to engage in a discussion on the division and use of the EU ETS revenues\, including through dedicated funding mechanisms.\nCurrently\, auction revenues are divided among Member States according to their share of historical emissions.  Revenues can be used at a Member State’s own discretion\, although at least 50% should be used for climate- and energy-related purposes. Up to 25% can also be used by Member States to compensate for the indirect costs firms incur through increased electricity prices.\nMoreover\, provisions have been introduced in the past to increase the amount of allowances to be auctioned by lower-income Member States (the Solidarity Provision) or to set aside auctioning revenues to finance investments in particular low-carbon technological solutions (the Innovation Fund)\, and energy system investments in Central and Eastern European Member States (the Modernisation Fund).\nIn light of a strengthened 2030 target\, some Member States have come forward with proposals to increase the size of the Modernisation Fund. At a meeting of EU environment ministers in October\, Poland also proposed to change the baseline period for dividing allowances to be auctioned.\nThe European Commission is also looking into this issue\, especially regarding the size of the funding mechanisms\, as evident from the Inception Impact Assessment and Public Consultation.\nThe conclusions of the December European Council meeting\, in which Member States endorsed a net domestic GHG reduction target of at least 55% by 2030\, also included text on this issue\, most notably paragraph 18\, which reads that “The problem of imbalances for beneficiaries of the Modernisation Fund in not receiving revenues that are equivalent to the costs paid by the ETS installations in those Member States will be addressed as part of the upcoming legislation.” These and other issues will have to be operationalised in the upcoming months.\nThe European Council is expected to return to the matter in March\, and the European Commission will come forward with its proposal for the review in June.\n  \nRegistration link \n  \nThis webinar is supported by PGE Group. \n \nWorkshop Material(s)\nAgenda\nPresentation by ERCST – use and division of ETS revenues \nPresentation by Cillian O’Donoghue\, Eurometaux\nPresentation by Katie Treadwell\, WWF Europe\n \nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n\n \nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00\n
