SUMMARY:The 2030 Climate Target Plan - Public Consultation meeting
DESCRIPTION:To put the EU firmly on a path towards climate neutrality by 2050\, the Commission will propose an increased greenhouse gas emission reduction target for 2030 from at least 40% to at least 50% to 55% (compared to 1990)\, including through an amendment to the recently proposed Climate Law. The Communication will set out potential implications for the overall regulatory and enabling framework. It will describe the overall architecture of policy measures to be put in place to achieve that target. \nIn April\, ERCST organised a webinar which focussed on the upcoming impact assessment\, exploring what the Commission intends to assess\, and what not\, and what stakeholders deem important to be included in this exercise. It also took a deeper dive\, focusing on the role of the EU ETS in contributing to the achievement of the revised 2030 target\, both in terms of the emission reductions to be contributed\, as well as the role it could play in financing the transition\, through revenue recycling of the auctioning of EUAs. \n\n\n\n\nIn its draft report on the European Climate Law\, the ENVI Committee of the European Parliament has brought to the table a number of new ideas\, including running ahead of the Commission’s communication by proposing 2030 and 2040 targets\, as well as an EU carbon budget and the objective of achieving neutrality not only at the EU level\, but also on the sectoral / Member States level.\nThe 2030 climate plan Communication\, expected in September 2020\, will set out the proposed targets\, as well as potential implications for the overall regulatory and enabling framework. SUMMARY:EU ETS Market Stability Reserve: Coping with COVID-19 and preparing for the review
DESCRIPTION:This meeting is part of an ongoing effort by ERCST to promote a discussion on the review of the Market Stability Reserve (MSR)\, scheduled in 2021. ERCST has organised several meetings on this topic throughout 2019\, and launched its paper “Preparing the review of the Market Stability Reserve” last November.\nHalf a year later\, the context of this upcoming review has changed completely. The European Green Deal announced an increase in the 2030 and 2050 ambition\, and mandated a review of the entire Energy and Climate Framework\, for which the proposal is expected by June 2021. In recent months\, Europe and the rest of the world has been hit by COVID-19\, and the measures put in place to address the health crisis will have strong impacts on the economy\, accompanied by significantly lower CO2 emissions in 2020.\nThis meeting aims to explore the ramifications of the current crisis on the EU ETS\, and on the functioning of the Market Stability Reserve.
