SUMMARY:Expert consultation: Including products further down the value chain in the EU CBAM
DESCRIPTION:This is an online event. \nBy invitation only. \nThe CBAM’s transitional period is now underway\, however several issues remain unresolved ahead of the definitive period and numerous delegated and implementing legislations\, along with reviews are due before the end of the transitional period. The ERCST’s third report of CBAM V will look at the topic of CBAM revenue use\, as this is of increasing importance to international stakeholders. \nAt this expert consultation the ERCST invited a small group of people to discuss the inclusion of additional products in the value chain in the CBAM related to the review under the CBAM due at the end of 2024. \nERCST invited covered sectors and other stakeholders to obtain current insights on the impact on downstream cost increases and the risk of value chain substitution for semi-manufactured and manufactured goods. The discussion also covered potential KPIs that can be used to determine if a product should be covered by the CBAM or not. \nAgenda

If you are interested in attending\, please contact aruiz@ercst.org. \nCurrently\, the European Financial Reporting Advisory Group (EFRAG) is preparing a comprehensive guidance on transition planning to help companies disclose their transition plans in line with ERSR and CSRD. The Sustainable Finance Platform (SFP) will also issue a report on the articulation between the different legislation within the sustainable finance framework. \nThe newly established EU sustainability reporting framework will see the first companies applying the new rules in financial year 2024\, for reports to be published in 2025. \nThis meeting is intended as a discussion for a small group of invited stakeholders and policy makers which will brainstorm on the ‘ Implementation of Transition Plans for climate change mitigation’. SUMMARY:Focus Group - Building a cross-border CO2 infrastructure beyond the EU: risks and opportunities
DESCRIPTION:This was an online event. \nThis event was by invitation only.\n \nSince the publication of the Sustainable Carbon Cycle Communication in 2021\, CCUS and CDRs have gained increasing attention from stakeholders and policymakers and led to the adoption of various policy proposals\, such as the Carbon Removal Certification Framework\, in 2024. \nAs a next step to further incentivize the development and deployment of these technologies in the EU\, the Commission published the Industrial Carbon Management strategy in the same year. It identified three main pathways to be developed – namely\, CCS\, CCU\, and CDRs – and highlighted how building an EU’s CO2 infrastructure is meant to become one of the priorities to focus on as it is considered a key enable of the pathways. \nHowever\, the EU may need to rely on other countries’ storage capacity to achieve its net zero emissions target by 2050 for various reasons\, including the uncertainty over the volume of storage capacity in the EU and because of differences between Northern and Southern Europe. For some Member States\, opting for storing their CO2 in third countries may be the only choice. \nIn this roundtable\, participants were invited to discuss the following questions: \n           – How important is it to build a CO2 infrastructure beyond EU borders? \n           – What are the opportunities? Online participation is only allowed for attendees located outside Brussels” \nOn 23 March 2023\, the Commission submitted to the European Parliament and the Council\, a proposal for a directive on substantiation and communication of explicit environmental claims (i.e.\, Green Claims Directive). Under this proposal\, companies and traders will be required to prove voluntary claims about environmental characteristics of their products or their organisations to be verified by a third party (the “verifier” an accredited body officially established by the Member State). The European Parliament adopted its position\, with further changes and several restrictions to climate-related claims\, in plenary on 12 March 2024. As a reminder\, in many cases EU legislation is based on commitments that the EU delegation makes at COP meetings. \nCOP29 in Baku is expected to be a decisive conference for comprehensive climate action\, with topics like climate finance – including the New Collective Quantified Goals (NCQGs)\, and the upcoming Nationally Determined Contributions (NDCs) due by February 2025 – as well as the alignment of biodiversity and climate. \nThe Presidency’s vision for COP29 is to “enhance ambition\, enable action” and adopting the NCQG is listed at the top of the list under enabling action. The COP29 Presidency launched the “Climate Finance Action Fund” (CFAF)\, to receive annual contributions from fossil fuel-producing countries and companies. Initial fundraising aims for $1 billion\, with members committing to annual contributions as fixed sums or based on production volume. \nIt has become clear that private players need to enter the scene to mobilise more and more climate finance. Carbon market is one way to do that. Article 6 of the Paris Agreement sets out the rules for global trade in greenhouse gas emissions reductions. While COP28 brought no significant progress on the matter\, expectations are that some development will be achieved on this front. \nJ. SUMMARY:Navigating Trade-Related Climate Measures: First draft of the policy report

Such policies can have diverse impact on different countries depending on a country’s specific circumstances and the nature of their exports. \nThe purpose of the Climate-Trade Nexus Assessment (CTNA) project is to explore how trade-based climate measures that aim to address international greenhouse gas (GHG) leakage resulting from domestic climate policy measures in key industries might be designed to account for the legitimate differences that characterise climate policy across various developing country trading partners.   \nFor this event\, we invite stakeholders from different countries to join us in a virtual workshop for the Climate-Trade Nexus project. ERCST has held workshops on the methodologies and their impacts together with our partners in Brazil\, India\, Mexico\, Turkey & South Africa. At this meeting we will present the initial findings from the first draft of the policy report which will investigate the different methodologies and previous findings on the topic. DESCRIPTION:This was the launch event of the Future of emissions trading in the EU Coverage Report\, under the framework of the Future of emissions trading in the EU project.  The “Future of emissions trading in the EU” is a process ERCST is putting in place to provide original analytical insights\, pinpoint challenges\, and propose solutions for the evolution of the emissions trading in the EU during the second Phase of phase IV (2025-2030) and post-Phase IV. \nThe project will investigate the system’s impact on key sectors such as power and industry and explore implications for governance relevant to EU policymakers. Within this process\, a series of reports covering different aspects of the future of the EU ETS will be released throughout the year. \nThis event covered the Future of emissions trading in the EU Coverage Report\, this being the first report of the Future of emissions trading in the EU project.
