SUMMARY:The state of the European Green Deal
DESCRIPTION:This meeting is part of a continuous series of meetings organized by ERCST on the European Green Deal\, which started in January 2020\, just after the plan of the new European Commission was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments\, look ahead to what is in the pipeline\, and discuss the general implementation of the EGD framework.\nThe European Green Deal can be seen as a collection of priorities\, principles and areas where legislative proposals will be produced in the coming years towards achieving net-zero emissions by 2050\, as well as other environmental objectives.\nThe implementation of the European Green Deal has been picking up speed\, with high-profile files\, as well as the framework legislation on the 2030 Target and 2050 climate neutrality having been agreed upon. SUMMARY:Global Town Hall on Border Carbon Adjustments
DESCRIPTION:This meeting is on the record |  Press is invited \nAs part of the European Green Deal\, implementation of a BCA is being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal\, and European Council conclusions from July\, a proposal for a BCA for “selected sectors” will be released in 2021 and should be introduced by the end of 2022. \n\n\nWe appreciate stakeholers’ active participation in the first part of the ERCST’s Project on Border Carbon Adjustments in the EU\, which started at the end of 2019 and concluded with the publication of the Report on 30 September 2020. As part of ERCST’s continued BCA Project\, reports are foreseen on the applicability of a BCA on different sectors (a sectoral deep dive)\, on our proposal of what for a BCA in the EU should look like\, and a proposal for a framework for different policy measures to address carbon leakage. SUMMARY:Preparing for the review of the EU ETS - use and division of revenues & reflections on the December EUCO conclusions
DESCRIPTION:This meeting is under Chatham House Rules \nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision. This webinar will be an opportunity for participants to engage in a discussion on the division and use of the EU ETS revenues\, including through dedicated funding mechanisms.\nCurrently\, auction revenues are divided among Member States according to their share of historical emissions.  Revenues can be used at a Member State’s own discretion\, although at least 50% should be used for climate- and energy-related purposes. Up to 25% can also be used by Member States to compensate for the indirect costs firms incur through increased electricity prices.\nMoreover\, provisions have been introduced in the past to increase the amount of allowances to be auctioned by lower-income Member States (the Solidarity Provision) or to set aside auctioning revenues to finance investments in particular low-carbon technological solutions (the Innovation Fund)\, and energy system investments in Central and Eastern European Member States (the Modernisation Fund).\nIn light of a strengthened 2030 target\, some Member States have come forward with proposals to increase the size of the Modernisation Fund. SUMMARY:Discussion on role of Scope 3 emissions in decarbonization
DESCRIPTION:The increasing ambitions towards net zero stipulated by the Paris Agreement\, the EGD and via voluntary targets from companies\, implies that accounting and complying for indirect emissions will play an ever-increasing role in achieving these pledges.\nFrom the regulatory standpoint\, the EU compliance obligations have largely focused on Scope 1 emissions\, with the main policy instrument to drive decarbonization being the EU ETS. A holistic view on how Scope 3 emissions are addressed and accounted for has been lacking. While there are voluntary Scope 3 GHG reporting methods and initiatives\, there are very few mandatory compliance systems in place.\nERCST will hold a discussion session on Tuesday\, January 26th\, 2020 on the role of Scope 3 in decarbonisation and compliance. This meeting will be an opportunity to engage in open discussion with a group of stakeholders on the key issues identified on how Scope 3 emissions should be treated\, what role they will play in the drive towards decarbonization\, and identify those questions and issues which merit further analysis.\n\n\nParticipation to this event is by invitation only. SUMMARY:Stakeholders' Views on the Public Consultation for the revision of the EU Emissions Trading System
DESCRIPTION:This meeting is under Chatham House Rules  \nAs part of the policy updates foreseen under the European Green Deal\, the European Commission will review all relevant EU policies against the increased targets\, including the emissions trading system. Following the feedback period on the Inception Impact Assessment (IIA) for the Revision\, which took place between October 29\, 2020 and November 26\, 2020 the Commission is now welcoming submissions to its public consultation.\nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System as part of the European Green Deal. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision.\nThis webinar will focus on stakeholders’ initial reactions to the European Commission’s Public Consultation\, which will be closed on February 5\, 2021.
