SUMMARY:2019 State of the EU ETS Report - Launch
DESCRIPTION:This meeting is the launch event of the 2019 State of the EU ETS Report. During the meeting\, the authors will present the Report and their findings through a presentation\, after which the Report will be discussed in a roundtable setting. This will be the fourth annual report on the State of the EU ETS\, and builds on the report produced by this group of authors in the last two years. The 2018 Report can be accessed here.\nThe European Commission is required to annually assess\, according to the EU ETS Directive\, the functioning of the EU ETS and report back to the EU Parliament and Council. In December 2018\, the European Commission released its fourth “Report on the functioning of the European carbon market”\, covering 2017.\nWhile the European Commission has its role to play in providing an official report\, it is also important that independent review and assessment of the functioning and delivery of the EU ETS takes place.\nThe annual “State of the EU ETS” Report aims to provide such an independent contribution to the policy debate\, which is needed to ensure that the EU ETS is “fit for purpose”.\nThe report focuses on 5 key areas: \n\n\n\nRecent policy developments and implications\nEnvironmental delivery\nEconomic delivery\nMarket functioning\nIssues to monitor for the future\n\n\n\n \nWorkshop Material(s):\nAgenda\nPresentation of the 2019 State of the EU ETS Report \nDownloads:\n2019 State of the EU ETS Report\n \nRelated Events\n2026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\nLaunch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:30Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Stakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00

SUMMARY:Issues and options for the revision of the state aid guidelines in the context of the EU ETS
DESCRIPTION:The state aid guidelines are up for revision – not review – which means that they could change significantly. The current guidelines expire on 31 December 2020\, and the new guidelines would ‘indicatively’ be ready by Q3 2020 – just a few months before the new ones actually enter into force.\nERCST held a first roundtable on the revision of the State Aid Guidelines related to the EU ETS on March 29th – focusing on various issues that will be central to the revision\, and the options to address those issues.\nWe will continue these discussions on May 7th\, building on feedback from industrial stakeholders to their focused consultation\, and on positions for the public consultation due to end May 16th.\nERCST is preparing an issues and options paper on how indirect EU ETS costs could be dealt with by the new guidelines\, building upon discussions organised by ERCST and feedback from various stakeholders to Commission consultations.\n \nWorkshop Material(s)\nAgenda\nERCST State aid guidelines presentation\nPresentation by Ø.
