SUMMARY:Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process - by invitation only
DESCRIPTION:This meeting is part of the “Implementation of markets and non-markets provisions in the Paris Agreement” project\, which aims to create an informal atmosphere\, where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement. That is\, to understand the options available to define rules\, modalities and procedures on Article 6 of the Paris Agreement\, as well as the consequences of adopting each option.\nDay 1: This meeting was the first informal dialogue following the COP 24 in Katowice\, looking back on the divisive parts of Article 6 that parties worked with at the COP\, such as corresponding adjustments and the aspect of transparency.\nDay 2: The second day concentrated on sustainable development\, the links between Articles 6 and 15\, as well as burgeoning pilot projects and the potential influence they could have on Article 6. DESCRIPTION:In November 2018\, the European Commission issued their communication for a new long-term Climate Strategy for the EU\, entitled “A Clean Planet for all: A European strategic long-term vision for a prosperous\, modern\, competitive and climate neutral economy”. SUMMARY:Preparing the review of the Market Stability Reserve
DESCRIPTION:The MSR has started to operate this year and the first review is scheduled in 2021. In this review\, the track-record and impacts of the MSR will be analysed. Based on this analysis\, and a discussion on what the MSR is ought to achieve\, a decision will have to be made on whether or not to change the parameters\, and if so\, how.\nDuring this event\, ERCST will present an outline on how a review of the MSR could be carried out\, and which parameters are to be monitored. SUMMARY:Issues and options for the revision of the state aid guidelines in the context of the EU ETS
DESCRIPTION:The state aid guidelines are up for revision – not review – which means that they could change significantly. The current guidelines expire on 31 December 2020\, and the new guidelines would ‘indicatively’ be ready by Q3 2020 – just a few months before the new ones actually enter into force.\nThe new state aid guidelines will need to balance a number of issues\, among which: \n\ncarbon leakage risk\nrisk of overcompensation and potential windfall profits\nrisk of internal market distortion\nhow to incentivise cost efficient decarbonisation\n\nERCST is preparing an issues and options paper on how indirect EU ETS costs could be dealt with by the new guidelines. This meeting is part of a series of meeting on state aid guidelines and indirect costs compensation\, which started with a discussion with stakeholders on January 31\, and will continue throughout the year with the next meetings planned on May 8 and September 19. The final paper will be released in the Autumn of 2019.\nDuring this meeting\, ERCST will present its views on the most important issues linked to the revision of the state aid guidelines\, and raise some issues and options for discussion.
