SUMMARY:The EU's NDC after the Talanoa Dialogue
DESCRIPTION:ERCST and EUI are jointly working on a project which provides the opportunity for a public debate on the possibility of increasing the ambition of the EU climate policy in the 2030 perspective. DESCRIPTION:During the 23rd Conference of the Parties (COP) of November 2017 in Bonn\, Parties had the aim to make significant progress on the development of the “Paris rulebook”.\nCOP24\, which will take place from 3-14 December 2018 in Katowice\, seeks to continue to work out and ultimately adopt a package of decisions ensuring the full implementation of the Paris Agreement. It will additionally include the Facilitative Dialogue intended to support the implementation of National commitments.\nProgress has been made during the last three years\, with some issues being at a more mature stage in negotiations than others\, but a lot of work remains to be done at COP 24 before a substantive rulebook can be agreed upon.\nDuring this meeting\, the discussion will focus on the EU’s position and ambition leading up to Katowice\, with a special focus on Article 6 and carbon markets. SUMMARY:EU ETS: Impacts of the new clean energy package targets on the MSR
DESCRIPTION:The Market Stability Reserve was put in place to address the current surplus of EUA’s in the market\, as well as “normal” levels of surplus that may emerge in future years. The performance of the MSR is therefore critical to the well-functioning of the EU ETS. However\, the parameters have not been tested in real life\, and many were put in place a while ago\, especially the thresholds. As the MSR starts to operate\, monitoring its parameters and their fit with the current environment is important.\nPolicies that support the deployment of renewable energy sources (RES) and the improvement of energy efficiency (EE) will continue to drive emission reductions in the EU\, effectively ‘overlapping’ with the EU ETS\, and ultimately limiting its role as a driver for decarbonization. The recently agreed targets of the 2030 EU Energy package (32% for renewables and 32\,5% for energy efficiency) will certainly lead to additional CO2 reductions in EU ETS sectors and will further impact the supply- demand balance in the market.\nTherefore\, in spite of the doubling of its withdrawal rate until 2023\, the MSR may not\, under certain conditions\, be able to mitigate the impact of those policies on the EU ETS during Phase IV.\nThe MSR reviews scheduled in 2021 and 2026 will be key to assess the accuracy of its parameters to mitigate ex-post the effects of overlapping policies on the EU ETS which targets have been significantly reinforced last June.\nQuestions to be discussed during this meeting \n\nThe MSR parameters were adjusted a while ago but we are currently facing a new situation – whatare developments that need to be taken into account in light of the review cycle? (e.g. new targets for EE and RES; changes in economic growth and forecasts for the future; new provisions for the 4thPhase adopted this year\, etc.)\nHow will this new context influence the behaviour of players on the ETS market and to what extent will the MSR\, with its current parameters\, be able to remove future unexpected unbalances (e.g. impact on the evolution of the carbon price\, etc.)\nWhat are possible changes in hedging behaviour? If significant changes occur\, what impact will it have on the market?\nHow should proposals to modify the MSR design be analysed and judged? SUMMARY:EU ETS: free allocation adjustments due to production changes in Phase 4
DESCRIPTION:The recent revision for the fourth phase of the EU ETS extended the use of transitional free allocation for the period 2021 – 2030. Moreover\, the revision introduced some new rules for free allocation and adjustments to free allocation due to production changes. While these new rules set out the main criteria\, the European Commission has the mandate to adopt more detailed implementation rules and requirements.\nAccording to the indicative planning of the European Commission\, the current free allocation rules will be updated in a new delegated act\, expected to be adopted in Q4 2018. Moreover\, an implementing act is expected to be adopted in Q3 2019 which will set out the provisions for the adjustments of the levels of free allocation based on changes in production levels.\nWhile some of the main rules for free allocation adjustments due to production changes are clearly included in the phase 4 revision (e.g. the 15% threshold calculated on a rolling average of two years)\, a number of issues for discussion and clarification remain. For example\, the preambles of the phase 4 amendments include the vision for the Commission to ‘consider further measures to put in place\, such as the use of absolute thresholds regarding the changes of allocations’.\nThis meeting gives the opportunity for stakeholders to discuss this important issue with each other and with policymakers. SUMMARY:IPCC 1.5ºC Report: What are the main messages and EU policy implications?
DESCRIPTION:The Paris Agreement officially entered into force on 4 November 2016 and aims to pursue “efforts to limit the temperature increase to 1.5°C above pre-industrial levels”.\nThe UN’s Intergovernmental Panel on Climate Change (IPCC) agreed in early 2016 in Nairobi on a timeframe for its next major series of climate reports – including a special report in 2018 on the ramifications of a 1.5 degree Celsius increase in global temperatures above pre-industrial levels.\nThe IPCC has responded to this “temperature goal” by working on a special report on “Global warming of 1.5°C” that has been adopted by Governments less than 10 days ago in Incheon (Republic of Korea).\nThis report attempts to put in perspective\, through the most recent scientific literature\, the impacts of a 1.5°C world and related global greenhouse gas emission pathways to get us there.\nBut what policy implications does the 1.5°C target have\, both globally and for the EU’s climate policy? SUMMARY:ICTSD & IETA Article 6 Business Dialogue
DESCRIPTION:ERCST and IETA held a joint workshop on Article 6 of the Paris Agreement in Glion\, back-to-back with the Informal Dialogue on Article 6\, organised by ICTSD. The workshop brought together IETA members and key UNFCCC market negotiators\, presenting a unique opportunity to discuss Article 6 priorities and share private sector experiences with international carbon markets.\nParticipants had the opportunity to participate in a discussion on why they view as the main issues related to Article 6.2 and 6.4. SUMMARY:Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process
DESCRIPTION:This workshop\, held in Glion\, is part of the Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process. This workshop followed the resumed SBSTA 48 Session held in Bangkok. Article 6 negotiations are carried out under Agenda Item 11. DESCRIPTION:ERCST and EUI would like to invite you to the launch of their policy paper ‘The EU’s NDC after the Talanoa Dialogue’\, held on October 25 at the Ministry of Environment of the Czech Republic. \nERCST and EUI have jointly been working on a project which provides the opportunity for a public debate on the possibility of increasing the ambition of the EU climate policy in the 2030 perspective.\nAs part of this project\, six ‘Open Fora’ are being organised in various EU Member States in the weeks leading up to COP24. Here\, local stakeholders are given the opportunity to discuss the different options of increasing the EU NDC and the criteria to assess them. A background paper developed by the project team serves as input for debate.\nAs final deliverable\, ERCST and EUI will present their policy paper on November 26 at the French Permanent Representation to the EU.
