If interested in participating\, please contact: fcalvo@ercst.org \nThis is a virtual event to be held via Zoom. \nAs part of its ongoing work on the future of EU climate policy\, ERCST is continuing its dialogue with stakeholders on the role of international carbon markets in supporting the European Union’s climate objectives. \nThe EU Climate Law foresees the potential use of a limited volume of international carbon credits towards meeting the EU’s 2040 targets. However\, how such an approach could be operationalized remains under discussion\, both within the EU and internationally. This meeting aims to contribute to this debate by examining the conditions under which international carbon markets could be integrated into the EU policy framework. \nBuilding on a draft ERCST paper prepared for this workstream\, the discussion will focus on ensuring the environmental integrity of international credits\, as well as the governance and regulatory considerations associated with their use. \nThe stakeholder exchange will explore key questions\, including: \n\nWhat criteria should be applied to determine the eligibility of international carbon credits within the EU climate policy\,\nwhat barriers and risks need to be addressed in integrating such mechanisms\,\nand how an appropriate governance framework can be designed to ensure credibility\, transparency\, and effectiveness.\n\n  \nDraft agenda[/vc_column_text][/vc_column][/vc_row]

If interested in participating\, please email: fcalvo@ercst.org\, tpaperini@ercst.org.  \nThis is an in-person event\, with online participation available for participants based outside of Brussels. \n  \nAs part of its ongoing work on the 2026 Review of the EU Emissions Trading System (EU ETS)\, ERCST is continuing its dialogue with stakeholders on the future design of the system and its ability to support the EU’s decarbonization objectives while preserving industrial competitiveness. \nFollowing the publication of the first paper in this workstream\, Review of EU ETS: Issues and Levers\, which identified key concerns raised by stakeholders and the policy tools available to address them\, this meeting will focus on how the EU ETS can remain fit for purpose in the years ahead. Particular attention will be given to the role and governance of the Market Stability Reserve (MSR)\, as well as the conditions needed for the ETS to deliver both effective market operation and long-term investment certainty. \nThe stakeholder discussion will examine two central questions: \n\nhow to define a “fit for purpose” EU ETS from both an operational and investment perspective\,\nand what changes may be necessary to ensure that the system continues to drive industrial decarbonization while supporting the competitiveness of the European economy.\n\nThe event will begin with the presentation of the ERCST paper currently under preparation\, followed by an exchange of views among policymakers and stakeholders. \n  \nDraft agenda[/vc_column_text][/vc_column][/vc_row]

The proposal marks a significant step in addressing one of the most contested dimensions of CBAM design – the treatment of EU exports and their exposure to carbon leakage risk in third-country markets. \nThe meeting will bring together stakeholders to assess the proposed solution against the objectives of environmental integrity\, trade competitiveness\, and WTO compatibility. It concludes with recommendations for the CBAM’s effective integration in this evolving context. \nFollowing a Stakeholder Consultation and International Townhall on this topic\, the ERCST will launch and present the paper at this event and open the floor for feedback.
