SUMMARY:Reporting on the Impacts of Response Measures: a case study on Ghana
DESCRIPTION:This webinar is part of the project “Reporting on the Impacts of Response Measures – a case study on Ghana”\, jointly organised by ERCST and the Environmental Protection Agency of Ghana.\nERCST and the EPA in Ghana have been working together on identifying\, measuring and analysing the impacts of the implementation of response measures in Ghana. To foster capacity building and stakeholder participation\, virtual workshops are being organized at each stage of the development of the case study.\nThe two previous workshops focused on introducing the project\, identifying the most important sectors to the Ghanaian economy\, as well as analysing which of these sectors are potentially vulnerable to international response measures.\nThis workshop will start with the presentation of the research on the relevant response measures for the 12 identified vulnerable sectors to the Ghanaian economy. A presentation of the sustainability issues and reactions to ERCST’s presentation from the cocoa and oil sectors in Ghana will follow\, as well as from two important trading partner countries to Ghana.  Lastly\, ERCST will moderate a roundtable discussion with the attendees.\n  \nThis meeting is under Chatham House Rules \nParticipation to this event is by invitation only. SUMMARY:Fit for 55: Fit for Industrial Decarbonization?
DESCRIPTION:This meeting is part of a continuous series organized by ERCST on the European Green Deal\, which started on 8 January 2020 right after the European Commission’s EGD was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments in the EGD framework. In July the European Commission is expected to roll out 12 policy proposals as part of its “Fit for 55 package”. \nWhile decarbonization of electric power has progressed due to various incentives as well as technological developments\, setting the right framework conditions that would ensure industry put on a decarbonization pathway will be one of the main challenges  to 2030 and beyond.  The EU ETS\, sustainable finance\, CBAM\, hydrogen\, renewable energy\, as well as other parts of the Fit for 55 package will be released in July 2021 and will play a critical role. \nThis session is intended as a roundtable discussion\, with short interventions and a strong debate\, and will specially look at a number of questions: \n\nWhat can be expected from the “Fit for 55” package with respect to industrial decarbonization?\n\nWhat is missing from what it is known now ? Are there other measures we need beyond carbon pricing\nWhat role do you see for carbon pricing?\n\n\nElectrification and the role of different technologies in industrial decarbonization by 2030 and beyond?\nWhat are the impacts that the package may have as a result of the transition?\nWhat are the solutions that may address negative impacts?\nHow to best address just transition?\n\nMeeting Structure \n9:30 Welcome and introduction: A. SUMMARY:Informal Dialogue on Response Measures: Corporate Action on Just Transition
DESCRIPTION:One of the key elements in achieving climate neutrality and transition to a low GHG economy is to ensure that it happens in a fair way\, leaving no one behind. In the last decade\, the issue of Just Transition has been gaining momentum both at the EU and global level. \nAt the same time\, to ensure a Just Transition\, both public and private action is needed\, and investments need to be raised\, therefore the work of the private sector in this regard is deemed critical. \nThe meeting will feature two panels: the first panel will be an overview of the Just Transition discussion at EU and global level and the second panel will focus on international experiences on Just Transition from the enterprise and organization level. \nThis meeting is part of the “Informal Dialogue on Response Measures” project\, an independent initiative aimed at creating an open and informal space where participants can share\, explore and understand different points of view on topics related to Response Measures\, such as Just Transition. \nWorkshop Materials \nAgenda \nERCST’s Presentation \nEBRD’s Presentation \nEPRI’s Presentation \nEnel’s Presentation \nITUC’s Presentation \n

SUMMARY:Report Launch: Role of Supply Chain Emissions in Decarbonization and Compliance
DESCRIPTION: Climate policy in the EU has so far lacked a holistic view on how supply chain emissions are addressed and accounted for. In the EU\, the main legislation which currently governs its climate ambition and corporate compliance are focused on Scope 1 emissions\, and to some extent on Scope 2 emissions.  \nAt the same time\, companies are facing growing pressure from asset owners\, employees\, lawmakers and activists to reduce emissions across their entire value-chain\, since it is deemed critical to investors and other stakeholders that these companies tackle environmental factors and risks from value-chain (Scope 3) emissions (e.g. TCFD\, SBTi\, EU Sustainable Finance Taxonomy).  \nThe EU Climate Law as well as the intermediate targets such as the one to 2030\, make it increasingly clear to corporations that all emissions will need to tend to zero in the longer term\, and that all emissions will eventually be regulated. The opportunity space for voluntary commitments will\, in other words\, at some point have to disappear in a net zero world.  \nIn view of the growing importance of addressing supply chain emissions\, ERCST has embarked on an exploration of the main issues and options regarding how to identify and measure these emissions\, and what role they should play in the transition to a low-carbon future.  \nAs part of this project ERCST organized three stakeholder workshops with different industry sectors\, government actors and think tanks and conducted consultations with government representatives of various EU Member States.  \nBuilding on these activities and on desk research\, ERCST has produced a paper that: a) summarizes the views and sentiments of the stakeholders on this issue\, b) examines the conceptual and methodological issues around measuring\, attributing and accounting for supply chain (Scope 3) emissions\, c) explores policy options for incentivizing supply chain emissions and d) looks into potential overlaps and synergies with existing voluntary and regulatory frameworks.  \nDuring this meeting ERCST will present the paper ‘Role of Supply Chain Emissions in decarbonization and compliance’ which will be followed by initial reactions from invited speakers and a roundtable discussion with participants.  \nWorkshop Material(s) \nAgenda \nReport: Role of Supply Chain Emissions in Decarbonization and compliance \nERCST Presentation \nFuels Europe/Concawe Case Study \nNetherlands Presentation \nThis will be a hybrid meeting: \n\nFor those attending in-person the meeting will take place in Rue Archimède 61\, Brussels\, Belgium\nFor those attending online the meeting will take place on Zoom

SUMMARY:Launch of the ERCST Guide to the EU CBAM
DESCRIPTION:The European Green Deal has strengthened the level of climate ambition\, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage\, pushing Border Carbon Adjustments (BCAs) to the front as a possible solution. \nSince the beginning of the CBAM Project\, ERCST presented the Sectoral CBAM Report with a deep dive into the specificities of individual sectors as well as issues and options of the general CBAM Design. It was followed by the Proposal and discussed with multiple stakeholders in the EU and internationally. \nDuring this meeting the ERCST will present the reaction to the CBAM Proposal based on the earlier studies of CBAM design and redlines.\n\n\n\nERCST’s project on border carbon adjustment is supported by BDI\, CEFIC\, EBRD\, Enel\, Eurofer\, Eurometaux\, Fertilizers Europe\, FuelsEurope\, HeidelbergCement\, the Government of France\, the Government of Germany\, the Government of Spain\, Metinvest\, Solvay and Finnish Innovation Fund Sitra. \n\n\nWorkshop Material(s)\n \nERCST Guide to the EU CBAM \nEU CBAM Brief for Policy Makers \nDraft Agenda

SUMMARY:Assessing the impacts of international Response Measures in Ghana
DESCRIPTION:This webinar is part of the project “Reporting on the Impacts of Response Measures – a case study on Ghana”\, jointly organised by ERCST and the Environmental Protection Agency of Ghana.\nERCST and the EPA in Ghana have been working together on identifying\, measuring and analysing the impacts of the implementation of response measures in Ghana. To foster capacity building and stakeholder participation\, virtual workshops are being organized at each stage of the development of the case study.\nIn previous steps of the project ERCST carried out an analysis of the Ghanaian economy to understand what the most vulnerable sectors to international mitigation policies are. As a result\, 12 sectors were identified\, including oil\, fishing\, tourism\, aluminum and manganese. Afterwards\, specific response measures were associated to each of the 12 vulnerable sectors\, such as IMO\, CORSIA and the EU CBAM.\nAt this stage of the project\, a quantitative assessment of the impacts that the identified response measures could have on certain Ghanaian economic activities will be performed. The analysis will be conducted via a Computable General Equilibrium Analysis (CGE Model).\nDuring this webinar\, the approach and modelling will be presented and reactions from Ghanaian stakeholders will follow. Lastly\, ERCST will moderate a roundtable discussion with the attendees with the aim of gathering feedback on the methodology\, leveraging local knowledge. \nThis meeting is under Chatham House Rules \nParticipation to this event is by invitation only.
