SUMMARY:ERCST at COP28 - All Events
DESCRIPTION:Below is the list of side events that ERCST organised\, and participated in\, during the COP28 that was held in Dubai from 30 November 2023 to 12 December 2023. \n  \nTackling the Climate Challenge through Carbon Management Technology in Europe\nNovember 30\, 2023 – 15:30-16:30\, Dubai time (GMT+4) | Benelux Pavilion \nERCST participated in this side event organised by the Global CCS Institute during COP28. \nCCS is becoming more prominent EU-wide as 2030 climate targets approach and new targets for 2040 are developed to chart the next step in the path to the 2050 commitment to carbon neutrality. This session discussed the progress made in Europe as it relates to CCS deployment and highlighted the policy instruments that are driving CCS success in Europe. \nIf you have any questions\, please contact Ms Elena Bonfiglio (ebonfiglio@ercst.org) or Ms Sachi Vohra (svohra@ercst.org). \nAgenda    Recording \n  \nCarbon Removal: What role for the Middle East?\nDecember 2\, 2023 | 08:30-09:30\, Dubai time (GMT+4) | IETA pavilion \nERCST spoke at this side event on carbon removals. \nDurable Carbon Dioxide Removal (CDR) is essential to reach net zero. But what is the outlook and opportunity for DACCS and other durable CDR technologies in the UAE? Will the nation be an importer or can it become a hub for carbon management where removals help address both domestic net zero targets and export opportunities for the MENA region? What are some of the technology\, energy\, and geological considerations that will enable rapid scale-up in the region? This session brought together members of the public and private sectors working in the UAE to share perspectives on how durable CDR will be deployed\, verified\, and used within the region. \nIf you have any questions\, please contact Ms Elena Bonfiglio (ebonfiglio@ercst.org) or Ms Sachi Vohra (svohra@ercst.org). \n  \nThe business case for CCS to meet decarbonization goals\nDecember 2\, 2023 – 16:30-17:30\, Dubai time (GMT+4) | Norwegian pavilion \nERCST participated in this side event co-organised by Equinor\, Aker Carbon Capture\, and DNV as part of the Norwegian pavilion during COP28. The session brought together Norwegian and International participants to promote Norwegian perspectives on CCUS. \nIf you have any questions\, please contact Ms Sachi Vohra (svohra@ercst.org). \n  \nSOCAR Decarbonization Strategy and Future Prospects\nDecember 3\, 2023 – 10:00-11:00\, Dubai time (GMT+4) | | Azerbaijan pavilion \nERCST participated in this side event organised by SOCAR as part of COP28 Azerbaijan pavilion. This session aimed at presenting information about SOCAR’s achievements in the field of decarbonization and energy transition. \nIf you have any questions\, please contact Ms Sachi Vohra (svohra@ercst.org) or Elena Bonfiglio (ebonfiglio@ercst.org). \n  \nTowards Operationalization of Article 6\nDecember 3\, 2023 – 13:15-14:45\, Dubai time (GMT+4) | SE Room 4 (125 pax)  \nERCST was the lead organiser in this side event that co-convened with the Climate Change Center (CCC)\, and the Swiss Business Council for Sustainable Development (OEBU). \nJoining market leaders\, experts\, and governments\, the session\, moderated by ERCST’s Executive Director Andrei Marcu\, discussed actionable “blueprints” on Article 6. Panelists shared initiatives and innovations in the works and discussed the role of removals under Article 6 towards global net-zero goals. \nIf you have any questions\, please contact Ms Sachi Vohra (svohra@ercst.org) or Elena Bonfiglio (ebonfiglio@ercst.org). \nAgenda    Recording \n  \nHow Emerging Markets Can Prepare for the EU’s New Climate Regulations\nDecember 4\, 2023 – 10:30-11:30\, Dubai time (GMT+4) | BCG Pavilion \nERCST participated in this roundtable organised by the Boston Consulting Group (BCG) and that discussed the impact of the EU CBAM and deforestation regulations across industries and geographies and why and how Emerging-market companies and governments must act now. \nIf you have any questions\, please contact Ms Sachi Vohra (svohra@ercst.org) or Elena Bonfiglio (ebonfiglio@ercst.org). \n  \nA Carbon Bank to manage the transition towards a low carbon economy\nDecember 4\, 2023 – 13:15-14:30\, Dubai time (GMT+4) | IETA Business Hub Pavilion \nThis event was organised by ERCST. \nThe acceptability of carbon pricing is crucial and compensation for high carbon prices is an issue. Current ETS architecture does not provide the right tools to manage negative emissions. This event helped understand the role of carbon authorities in managing potential supply constraints of carbon credits and their practical shape and implications. \nIf you have any questions\, please contact Ms Sachi Vohra (svohra@ercst.org) or Elena Bonfiglio (ebonfiglio@ercst.org). \nAgenda    Recording    ERCST Slides \n  \nDecarbonization in the Transportation Sector\nDecember 5\, 2023  – 14.00-15:30 Dubai time (GMT+4) | IETA Business Hub Pavilion \nThis event was organised by ERCST. \nIn October\, ERCST launched a second report about the transport sector entitled ‘Review of decarbonisation policies for heavy-duty transport: recommendations for a successful transition’. The project intended to analyse the current pathways emerging from EU policy for decarbonisation of heavy-duty road transportation. \nAt this side event at COP28\, ERCST presented the findings of the above-mentioned report\, which assesses current legislative pathways to decarbonize heavy-duty transport and makes recommendations for new pathways complementary and/or alternative to the existing ones. \nPanelists discussed the decarbonization pathway for HDVs and the report’s recommendations. The results of these discussions will serve to pave the way to future developments on the ERCST mobility workstream. \nIf you have any questions\, please contact Ms Sachi Vohra (svohra@ercst.org) or Elena Bonfiglio (ebonfiglio@ercst.org). \nAgenda    Recording \n  \nInternational Dimensions of the EU CBAM and Climate-Related Trade Measures\nDecember 11\, 2023  – 12:00-13:00 Dubai time (GMT+4) | The Trade House\, Thematic Arena 3 \nThis side event was co-organised by ERCST and the WTO. \nThe session provided insights into the emerging wave of climate-related trade measures\, including the EU CBAM\, building on the ERCST’s work in this area within different projects. It explored how climate-related trade measures that aim to address international greenhouse gas leakage resulting from domestic climate policy measures can be designed to account for differences in climate policy across various countries. The discussion addressed both how the EU CBAM can credit foreign carbon prices or climate efforts\, and alternative methodologies that we have come across for crediting various climate policies. \nThe discussions revolved around the theme of trade and emissions standards\, pricing\, and supply chains. By examining the implementation of climate-related trade measures such as EU CBAM’s and how these measures incorporate foreign carbon prices\, they looked at the relation between trade\, emission standards and pricing while also considering the different methods impact on global supply chains as countries adjust to the new regulations. \nIf you have any questions\, please contact Ms Sachi Vohra (svohra@ercst.org) or Ms Sara Svensson (ssvensson@ercst.org). \nAgenda    Recording \n  \nDevelopment and Piloting of an ETS (Opportunities and challenges for new ETSs)\nDecember 11\, 2023 – 14:30-15:30\, Dubai time (GMT+4) | Türkiye Pavilion \nERCST participated in this side event organised by COP28 Türkiye Pavilion. \nIf you have any questions\, please contact Ms Sachi Vohra (svohra@ercst.org). \n

SUMMARY:Joint Stakeholder Roundtable : Impact of CBAM certificates on EU ETS
DESCRIPTION:This was an in-person event. \nSince 2019\, ERCST has gained expertise in BCAs and carbon leakage in the EU\, guiding the CBAM legislation from its early stages and facilitating informed discussions with global stakeholders.  \nRedshaw Advisors provides strategic insights into EU ETS legislation\, including CBAM\, cost forecasts\, MRV requirements\, and risk management for entities impacted by EU ETS and new importers.  \nThe CBAM regulation\, effective from 2023\, requires importers of carbon-intensive goods to purchase CBAM certificates from 2026\, with CO2 emissions monitoring starting in October 2023. These certificates\, pegged to the EU ETS carbon price\, will not be tradable\, preventing hedging and potentially leading to price speculation.  \nThis meeting was intended as a roundtable with a small group of invited stakeholders and policy makers to brainstorm the potential impact of CBAM certificates on the EU ETS price and hedging. It brought together EU experts in the areas of law\, economics and policy to explore the critical underlying questions and assess proposals to address them.  \nAgenda

SUMMARY:Expert Stakeholder Consultation: ETS in Agriculture
DESCRIPTION:This was an in-person event. \nThe European Climate Law set the objective of cutting GHGs by at least 55% by 2030 compared to 1990 levels\, and to become Net Zero by 2050. In June\, the European Commission has been consulting on an EU climate target for 2040. A communication\, accompanied by an impact assessment on this regard\, will be published in 2024. \nThe consultation raises questions about the future role of the EU Climate Policy\, including the contribution of land based and carbon removals in the agricultural sector\, that is responsible for 13% of EU’s GHS [1]. \nThe European Court of Auditors has tasked the European Commission to come before December 2023 with a potential study to analyse the feasibility of extending emission trading to agriculture after 2030. The consultants in charge of developing this study opened a public consultation to stakeholders in June 2023. \nThis meeting was intended as a brainstorming roundtable with a small group of invited stakeholders and policy makers to brainstorm on how feasible is pricing agricultural emissions and rewarding climate action in the land sector. \n[1] ECA (2021). SUMMARY:Roundtable Discussion - Corporate Supply Chain Due Diligence Directive: How Far Can Brussels Reach?
DESCRIPTION:On 23 February 2022\, the European Commission proposed a Directive on Corporate Sustainability Due Diligence\, mandating large EU companies to identify\, prevent\, and mitigate adverse human rights and environmental impacts within their operations\, subsidiaries\, and across their value chain. This Directive is notable for its extraterritorial reach\, requiring companies to oversee not just their direct operations but also those of their value chain partners globally. This approach is designed to prevent unethical practices from being outsourced to other jurisdictions\, although it has sparked debate over its legal\, economic implications\, and potential unintended effects. \nAs the proposal moves through the Trilogue process\, ERCST is contributing to the debate with a report that reviews relevant literature and evaluates arguments for and against the Directive’s wide scope. The report’s key findings\, based on expert consultations and literature review\, were shared in a roundtable aimed at fostering dialogue among diverse stakeholders and decision-makers\, encouraging a well-rounded discussion on the Directive’s implications. \nAgenda    ERCST Slides     Recording

SUMMARY:Carbon Removal Certification Framework: What is next?
DESCRIPTION:This was an in-person event. \nIn 2023\, CCUS and carbon removal technology are gaining considerable momentum in the European Union thanks to the new legislative proposals developed by the European Commission\, such as the Net-Zero Industry Act and the upcoming Commission’s strategy. \nAt the same time\, in November 2022\, the Commission also proposed a Regulation for the Certification Framework for Carbon Removal (CRCF) to set out a voluntary EU-wide framework to certify three types of carbon removals – nature-based solutions\, engineered-based solutions and carbon which is stored in long-lasting products and materials – in Europe. It provides a general framework only\, while methodologies for each type of removal will be developed through delegated acts with the help of an expert group. \nIn its plenary\, the European Parliament voted on its position on the CRCF. The roundtable discussed key takeaways from the report of the rapporteur from the ENVI Committee and provided an opportunity to exchange views on how it addresses concerns from different stakeholders. \nAgenda    ERCST Slides    Norsk Hydro Slides    ERCST Publication

SUMMARY:Pre-COP28: In conversation with Jacob Werksman
DESCRIPTION:At the 28th meeting of the Conference of the Parties (COP28)\, discussions were set to build on topics from COP27 and the Bonn Conference\, focusing on debates like reducing or phasing out fossil fuels\, implementing the loss and damage fund\, climate finance\, and conducting the first Global Stocktake of the UNFCCC to review global progress on the Paris Agreement. This stocktake would assess the advancement of countries in meeting their Nationally Determined Contributions (NDCs) targets. \nAdditionally\, the Incoming Presidency outlined four main focuses for COP28 in a letter: accelerating the energy transition and cutting emissions by 2030\, transforming climate finance by fulfilling existing commitments and establishing a new financial framework\, centering climate action on nature and human well-being\, and making COP28 highly inclusive. \nJ. Werksman\, Chief Paris Agreement Negotiator and head of the UNFCCC Task Force & Principal Adviser for International Aspects of EU Climate Policy\, and A. Marcu\, ERCST Executive Director\, shared insights on the EU’s strategic policy objectives and the anticipated impacts of these discussions at COP28. \nAgenda    Recording \n

SUMMARY:Review of decarbonization policies for heavy-duty transport: ERCST’s recommendations for a successful decarbonization pathway
DESCRIPTION:This event was Hybrid. \nThe ERCST project aims to analyse EU policy pathways for decarbonizing heavy-duty road transport\, and propose\, if necessary and appropriate\, complementary and/or alternative policy pathways. They will be underpinned by the EU objective of climate neutrality stemming from the EU Climate Law. \nThe project’s first report established an analytical base\, exploring factors that influence mobility decarbonization pathways\, identifying key outcomes\, and suggesting necessary adjustments in light of changing economic\, political\, and social dynamics. \nAt a public event\, ERCST presented its second report\, assessing existing legislative measures for heavy-duty vehicle decarbonization and proposing new or supplementary strategies. This analysis focused on significant policy impacts on the sector\, including CO2 emission reduction\, EU energy independence\, economic resilience\, and societal effects like job creation and mobility affordability. \nPanellists and participants reacted to the ERCST presentation and more broadly\, to the decarbonisation pathway for HDVs. The results of these discussions will serve to pave the way to future developments on the ERCST mobility workstream. \nAgenda

SUMMARY:Public perception of CCUS and carbon removals
DESCRIPTION:This was an in-person event. \nScaling up CCUS and carbon removal technologies is essential for global climate neutrality by 2050\, but their roles vary internationally. The EU’s ‘Net Zero Industry Act’ and related communications emphasize CCUS integration. Meanwhile\, the U.S. has boosted the 45Q tax credit for CCUS and DACCS\, and launched the ‘COP28 Carbon Management Challenge’ to promote global cooperation on these technologies. \nContrastingly\, public opinion on CCUS is often skeptical\, concerned about environmental and health safety risks\, the potential for prolonging fossil fuel use\, distrust in technology and developers\, and opposition to local project development\, reflecting a ‘not under my backyard’ sentiment. \nThe scarcity of official strategies detailing how CCUS contributes to achieving climate targets in national documents further complicates public trust. \nIn this event\, different perspectives on public perception of CCUS were explored\, to understand views from stakeholders from various sectors that can bring their perspectives and experience on the topic. \nAgenda     ERCST Slides     Publication      CCUS Forum

SUMMARY:Expert Stakeholder Consultation: Free Allocation Regulation (FAR) EU ETS Public Consultation
DESCRIPTION:This was an in-person event. \nThe revised EU ETS Directive (EU) 2023/959 was adopted on 10 May 2023 and published in the EU Official Journal six days after. The European Commission now needs to update several regulatory acts for the revised EU ETS to be implemented in 2024. One important update concerns the Free Allocation Regulation (FAR)\, that sets the rules for the allocation of allowances to those sectors under the risk of carbon leakage. \nIn the EU ETS\, products under the carbon leakage list receive free allocation – at the benchmark level – for free. Following the adoption of the EU Carbon Border Adjustment (CBAM)\, the free allocation provided to energy intensive selected goods will be gradually phased out and replaced by the CBAM “protection”. The revised FAR is expected to be adopted by the end of 2023. \nThis meeting was intended as a brainstorming roundtable with a small group of invited stakeholders and policy makers to brainstorm on the upcoming revision of the FAR\, in response to the ETS revision/Fit For 55. \nAgenda     ERCST Slides    Euroalliages Slides

SUMMARY:Renewable hydrogen: what way forward?
DESCRIPTION:This was a public hybrid event under Chatham House rules \nIn the last consultation organised by ERCST\, stakeholders identified a number of barriers to the uptake of renewable hydrogen. On the cost competitiveness side\, renewable hydrogen in the EU still faces challenges in competing with hydrogen produced from fossil fuels\, as well as with competing schemes overseas. This is due to performance factors and the availability of renewable energy coherent with the industry’s baseload needs. These factors hinder the healthy and market-driven development of renewable hydrogen capacity\, dampening investors’ appetite. On the demand side\, concerns related to infrastructure\, costs\, and flexibility further hinder the take-off of the EU renewable hydrogen market. \nThis roundtable aimed to leverage the insights of invited speakers to explore strategies required to bridge the gap between the current and targeted levels of renewable hydrogen production and consumption in the EU. Key topics addressed included the importance of flexibility\, technological neutrality\, hedging and de-risking mechanisms\, green standards\, sectoral prioritisation\, and state-aid financing. \nAgenda     ERCST slides      IEA slides      OIES slides   \n

SUMMARY:Expert Stakeholder Consultation: European Carbon Bank
DESCRIPTION:This was an online event. \nThe European Climate Law mandates a minimum 55% reduction in GHGs by 2030 from 1990 levels and targets Net Zero by 2050\, prompting the European Commission to set a 2040 climate goal. An upcoming 2024 communication will assess the impact and address carbon removals essential for the “fit for 55” and 2050 Net Zero goals. \nUnder the current framework\, the EU ETS plans to issue its final emissions permits by 2039\, with future residual emissions offset by carbon removals. Yet\, the current EU policy lacks a specific framework for this. There’s advocacy for establishing a European Carbon Bank\, an Innovation Authority\, and a Carbon Removal Certification Authority to enhance the EU’s carbon market structure. \nA European Carbon Bank could optimize carbon market operations\, support emission reductions\, and aid the global shift to a low-carbon economy\, ensuring market liquidity and addressing ETS 1 supply constraints by the 2030s. \nThis meeting was intended as a roundtable with a small group of invited stakeholders and policy makers to brainstorm on the potential aim and governance of a Carbon Bank in the EU\, as well as its practical shape and implications on the current EU Climate architecture. \nAgenda     Slides    Recording \n

SUMMARY:Stakeholders' meeting - The Paths to Decarbonized and Sustainable Transport -outline of the second report
DESCRIPTION:This was a hybrid meeting.  \nThe ERCST project seeks to evaluate EU policy pathways for decarbonizing heavy-duty road transportation and suggest new or complementary strategies aligned with the EU’s climate neutrality goal.  \nThe first report set the ERCST analytical framework\, assessing the factors shaping mobility decarbonization and identifying desired outcomes against the backdrop of evolving economic\, political\, and social environments.  \nThis event presented the outline of the ERCST second report that assessed current legislative pathways to decarbonise heavy-duty transport and made recommendations for new pathways. It looked at key policy actions that can have an impact on the heavy-duty vehicles transport sector. It gave\, amongst others\, thorough considerations to:  \n\nThe cumulative reduction of CO2 emissions over time\, to meet the EU decarbonisation target. \nThe EU security of supply \nThe contribution to the resilience of the EU economy \nThe societal impacts – on jobs\, inclusivity\, and affordability of mobility for citizens and businesses.\n\nThe main outcomes of the roundtable discussions have been considered in the final ERCST second report\, which was  presented in a public event on 12th October 2023.  \nAgenda    ERCST slides \n

SUMMARY:EU Climate Policy and Electricity Market
DESCRIPTION:This was a public event under Chatham House rules – hybrid format. \nThe ERCST workstream on “EU Climate Policy and Electricity Market” provides analytical input on the interactions between EU climate policy and electricity market. ERCST has developed a framework matrix (Annex 1) for analysing the elements of the EC proposal on electricity market reform through a climate change lens.  \nFollowing on this preliminary work\, ERCST is now focusing on discrete interaction’s cells of this matrix framework. During our past events\, we focused on: \n1. Short-term pricing mechanisms (the EU marginal pricing mechanism and emergency market interventions). \n2. Medium- (CRMs) to long-term instruments (CfDs\, PPAs) and forward markets.  \n In this event\, we focused on to long-term instruments and their interactions with relevant climate policies (ETS\, RED…) to understand how this interaction impact the EU industries’ competitiveness.  \n The meeting began with an ERCST presentation setting the discussion’s context\, followed by opening remarks from the European Commission and the European Economic and Social Committee. A panel discussion then allowed speakers to share their views\, with audience interventions and debate occurring during the subsequent Q&A session.  \nAgenda    ERCST Slides \n

SUMMARY:The EU Hydrogen Market: Fit for investments?
DESCRIPTION:This was an in-person meeting.  \nDuring the previous ERCST hydrogen roundtable discussion\, the different pieces of the EU H2 policy and regulatory framework were assessed\, focusing on its readiness and capacity to adapt to different ambition levels. The discussion was also intended to explore if the framework has been completed or whether there are still some bottlenecks  that should be addressed. \nAs concluded in the meeting\, most of the different pieces of the hydrogen regulatory framework have been proposed and find themselves in final stages of the legislative process. In this sense\, it could be argued that the proposed framework is comprehensive and that its architecture has been carefully designed making sure that most of the elements included in the European Hydrogen strategy will be part of this framework. \nBeyond its fine architecture\, during this discussion we wanted to question whether the proposed framework can be regarded not just as complete or comprehensive\, but also as an attractive and practical tool to attract investments. \nQuestions for discussion: \n\nIs the proposed regulatory framework practical and attractive enough to direct hydrogen investments to the EU?\nHave enough financial means been provided to make sure EU companies will lead the transition towards a decarbonized hydrogen market?\nAre the financial tools and instruments employed fit for purpose?\n\nAgenda    ERCST Slides

SUMMARY:I4C 2023: CCUS in the net-zero transition
DESCRIPTION:This event was selected as a workshop within Innovative4Climate (I4C) 2023\, the World Bank Group’s annual global conference on climate finance\, carbon markets and investment. The full programme is available here. \nTo achieve the goal of the Paris Agreement\, countries must drastically reduce their emissions and achieve a net-zero economy by 2050. \nAlthough carbon removals have been designated a key technology to achieve the 2050 climate neutrality target\, the actual deployment is still far below the necessary levels indicated in various global scenarios for meeting this international goal. Also\, full deployment cannot be reached if the scale of this technology remains only at national and regional levels\, as storage capacity is not equally distributed across the globe. For these reasons\, international cooperation is necessary\, and Article 6 of the Paris Agreement can also be one of the tools for the international carbon market for removals. Also\, a strong political message from COP28 on this topic is critical to maintain the momentum. \nIn this event\, ERCST explored the role of carbon removals in different climate neutrality scenarios and how regulatory frameworks in different countries are giving value to this technology. \nAgenda    ERCST Slides     Publication 1    Publication 2 \n
