SUMMARY:The EU's NDC after the Talanoa Dialogue
DESCRIPTION:ERCST and EUI are jointly working on a project which provides the opportunity for a public debate on the possibility of increasing the ambition of the EU climate policy in the 2030 perspective. DESCRIPTION:Overall impact of sectoral roadmaps: A dialogue between business and think tanks\n\nThe meeting aims to discuss the results of the Bruegel and ICTSD project “Developing the EU long-term climate strategy” with business stakeholders and think tanks. The European Commission is expected to publish the new long-term climate strategy document in late November. Next to ensuring the decarbonisation of the European economy\, it requires transparency and intellectual contribution from all sectors of society. SUMMARY:EU ETS: implementation of the funding mechanisms
DESCRIPTION:The revision for the fourth phase of EU Emissions Trading System (2021-2030) introduced a number of important changes concerning funding mechanisms in the system. Existing mechanisms – solidarity provision and 10c derogation – were updated\, and new instruments – the Modernisation Fund and the Innovation Fund – have been added. Adoption of the ETS Directive was merely a first step; important questions remain to be answered in the implementation phase.\nERCST\, in cooperation with Central European Energy Partners (CEEP)\, is preparing a paper that is intended to guide stakeholders through the complex infrastructure of funding mechanisms in the revised EU ETS. SUMMARY:Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process
DESCRIPTION:This workshop held in Bangkok is part of the Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process. The aim of this workshop was to create an informal atmosphere where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement.\nThis meeting included a recap of where we left off in Bonn as SBSTA 48 and what were the main accomplishments for that session. Additionally\, it summarised where we are compared to the timetable that the co-chairs have set up and what is needed from Bangkok to stay on schedule. This was followed by reactions from the participants.\nThe second panel focused on double counting and corresponding adjustments and covered issues such as what gets to be adjusted\, timing and how to use the information\, among others. SUMMARY:Mitigation action through Article 6 of the Paris Agreement
DESCRIPTION:Article 6 of the Paris Agreement (PA) addresses the issue of “cooperative approaches” under the Paris Agreement. A significant part of it aims to create the framework to ensure that international markets can be a tool to meet Nationally Determined Contributions (NDCs) under the Paris Agreement.\nAfter COP 21 in Paris\, negotiators have a mandate to create a rulebook to ensure that this\, and other parts of the PA\, become operational. Negotiators are aiming to complete this task in 2018 at COP 23.\nThis side-event is an opportunity for stakeholders to be briefed by and enter in discussion with some of the most knowledge participants in these negotiations to understand the progress and challenges towards the implementation of Article 6 of the Paris Agreement.\n \nFiles\nAgenda

SUMMARY:Launch event - Developing the EU Long-Term Climate Strategy
DESCRIPTION:This is the launch event of two papers co-authored by ERCST/ICTSD and Bruegel\, as part of the joint project ‘Developing the EU Long-Term Climate Strategy’. This meeting will include a detailed presentation by the authors Andrei Marcu (ERCST/ICTSD) and Georg Zachmann (Bruegel)\, and will benefit from the participation of\, among others\, Eva Svedling\, Swedish State Scretary for Climate Eva Svedling\, and Artur Runge Metzger\, Director at DG Climate. \nThe European commission has decided to renew its “Roadmap for moving to a competitive low carbon economy in 2050”. The Roadmap is an important policy document\, bringing a long-term outlook to the EU’s decarbonization transition while promoting consistency with science\, addressing energy-security and ensuring opportunities for growth and jobs. \nHowever\, much has changed since the Roadmap was issued in 2011. The Paris Agreement has raised global climate change mitigation ambition – setting the EU on the path towards zero-net emissions by 2050\, and the scientific understanding of climate change has been further deepened through the more recent IPCC 5th Assessment Report. The EU’s Energy Union package needs to be factored into its internal longer-term climate policy perspective\, as well as the decreased costs of mitigation technologies such as renewable energy. \nThe EU needs an updated long-term roadmap\, not only to maintain consistency with longer-term objectives and for the 2018 Facilitative Dialogue\, but also to ensure the long-term policy predictability necessary for enabling and maintaining the low-carbon transition and linked investments. \nThe project “Developing the EU Long-Term Climate Strategy”\, a joint initiative of Bruegel and the European Roundtable Climate Change and Sustainable Transition (ERCST/ICTSD)\, aims to provide a “roadmap” for the development and delivery of the EU’s new long-term decarbonization strategy.\nAfter the five workshops across the EU to gather the views of stakeholders\, the two deliverables of the project are launched today:\ni. A technical document\, describing all potential choices that could be made in the new long-term climate strategy\, with an analysis of the trade-offs implied.\nii. SUMMARY:2018 State of the EU ETS Report - Launch Event
DESCRIPTION:This meeting is the launch event of the 2018 State of the EU ETS Report. During this meeting\, the authors will present the Report and their findings through a presentation\, after which the Report will be discussed in a roundtable setting.  \n \nThe EU’s Emission Trading System has now been in operation for more than a decade\, and underwent numerous reform measures\, including the recently concluded Phase 4 review.\nAs any other undertaking it requires\, periodically\, an assessment regarding its well-functioning and delivery of its objectives. In this respect\, the European Commission is required to annually assess\, according to the EU ETS Directive\, the functioning of the EU ETS and report back to the EU Parliament and Council.\nWhile the European Commission has its role to play in providing an official report\, it is also important that independent review and assessment of the functioning and delivery of the EU ETS takes place.\nThe “2018 State of the EU ETS” Report\, the third of its kind\, aims to provide such an independent contribution to the policy debate\, which is needed to ensure that the EU ETS is “fit for purpose”. This Report discusses the current state of play in the EU ETS\, analyses whether the system is performing and delivering\, and discusses how the recently concluded Phase 4 review could affect its functioning from 2020 onwards. For all its faults\, the EU ETS should not be compared to an ideal world\, but the real options that would be available to address climate change. DESCRIPTION:This workshop held in Tokyo is part of the Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process. This workshop followed SBSTA 47 held in Bonn. Article 6 negotiations are carried out under Agenda Item 11. An Informal Note was produced during SBSTA 47 which outlined draft elements for a text. The decision also mandated the SBSTA chair to produce a new informal document prior to SBSTA 48. This workshop intersected SBTSA 47 and 48 and aims to create an informal atmosphere where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement.\nThe first day included the presentation of a straw man outlining elements of guidance under Article 6.2\, building on the informal note and prior submissions by Parties. The paper will have been peer reviewed by a number of prestigious institutions from both developed and developing countries\, who follow Article 6 negotiations.The straw man intends to eliminate duplications\, but keep all substantive options\, and produce a useful framework for discussion for negotiators in their informal deliberations and preparations leading to SBSTA 48 in Bonn\, May 2018. This was followed by reactions and thought on Article 6.2.\nThe second day focused on Article 6.4. DESCRIPTION:Article 6 of the Paris Agreement (PA) addresses the issue of “cooperative approaches” under the Paris Agreement.
