SUMMARY:ICTSD & IETA Article 6 Business Dialogue
DESCRIPTION:ERCST and IETA held a joint workshop on Article 6 of the Paris Agreement in Glion\, back-to-back with the Informal Dialogue on Article 6\, organised by ICTSD. The workshop brought together IETA members and key UNFCCC market negotiators\, presenting a unique opportunity to discuss Article 6 priorities and share private sector experiences with international carbon markets.\nParticipants had the opportunity to participate in a discussion on why they view as the main issues related to Article 6.2 and 6.4. Business participants provided their views on what should be addressed at COP 24 in order for them to start exploring business opportunities related to the new emerging global carbon market under the Paris Agreement.\nThis meeting also provided the opportunity to share experiences from a number of ‘on-the-ground’ experiences which are closely related to how Article 6 may function in the future\, including the Japanese Joint Crediting Mechanism and the World Bank’s Mitigation Action Assessment Protocol.\n \nWorkshop materials\nAgenda\nPresentation by A. SUMMARY:IPCC 1.5ºC Report: What are the main messages and EU policy implications?
DESCRIPTION:The Paris Agreement officially entered into force on 4 November 2016 and aims to pursue “efforts to limit the temperature increase to 1.5°C above pre-industrial levels”.\nThe UN’s Intergovernmental Panel on Climate Change (IPCC) agreed in early 2016 in Nairobi on a timeframe for its next major series of climate reports – including a special report in 2018 on the ramifications of a 1.5 degree Celsius increase in global temperatures above pre-industrial levels.\nThe IPCC has responded to this “temperature goal” by working on a special report on “Global warming of 1.5°C” that has been adopted by Governments less than 10 days ago in Incheon (Republic of Korea).\nThis report attempts to put in perspective\, through the most recent scientific literature\, the impacts of a 1.5°C world and related global greenhouse gas emission pathways to get us there.\nBut what policy implications does the 1.5°C target have\, both globally and for the EU’s climate policy? How will it affect the new EU Long Term Climate Strategy\, currently being developed by the European Commission\, and how might it affect the potential enhancement of the EU’s NDC?\nDuring this meeting\, the IPCC 1.5°C report will be presented and the policy implications discussed in a roundtable setting with policymakers and stakeholders.\n \nWorkshop Materials:\nAgenda\nPresentation by R. SUMMARY:EU ETS: free allocation adjustments due to production changes in Phase 4
DESCRIPTION:The recent revision for the fourth phase of the EU ETS extended the use of transitional free allocation for the period 2021 – 2030. Moreover\, the revision introduced some new rules for free allocation and adjustments to free allocation due to production changes. While these new rules set out the main criteria\, the European Commission has the mandate to adopt more detailed implementation rules and requirements.\nAccording to the indicative planning of the European Commission\, the current free allocation rules will be updated in a new delegated act\, expected to be adopted in Q4 2018. Moreover\, an implementing act is expected to be adopted in Q3 2019 which will set out the provisions for the adjustments of the levels of free allocation based on changes in production levels.\nWhile some of the main rules for free allocation adjustments due to production changes are clearly included in the phase 4 revision (e.g. the 15% threshold calculated on a rolling average of two years)\, a number of issues for discussion and clarification remain. For example\, the preambles of the phase 4 amendments include the vision for the Commission to ‘consider further measures to put in place\, such as the use of absolute thresholds regarding the changes of allocations’.\nThis meeting gives the opportunity for stakeholders to discuss this important issue with each other and with policymakers. The objective is to take an open approach to the issue by looking at examples from other emission trading systems and discussing the (dis)advantages\, for specific sectors and the EU as a whole\, of different ways free allocation adjustments can be organised.\n \nWorkshop Material(s):\nAgenda\nPresentation by M. SUMMARY:EU ETS: Impacts of the new clean energy package targets on the MSR
DESCRIPTION:The Market Stability Reserve was put in place to address the current surplus of EUA’s in the market\, as well as “normal” levels of surplus that may emerge in future years. The performance of the MSR is therefore critical to the well-functioning of the EU ETS. However\, the parameters have not been tested in real life\, and many were put in place a while ago\, especially the thresholds. As the MSR starts to operate\, monitoring its parameters and their fit with the current environment is important.\nPolicies that support the deployment of renewable energy sources (RES) and the improvement of energy efficiency (EE) will continue to drive emission reductions in the EU\, effectively ‘overlapping’ with the EU ETS\, and ultimately limiting its role as a driver for decarbonization. The recently agreed targets of the 2030 EU Energy package (32% for renewables and 32\,5% for energy efficiency) will certainly lead to additional CO2 reductions in EU ETS sectors and will further impact the supply- demand balance in the market.\nTherefore\, in spite of the doubling of its withdrawal rate until 2023\, the MSR may not\, under certain conditions\, be able to mitigate the impact of those policies on the EU ETS during Phase IV.\nThe MSR reviews scheduled in 2021 and 2026 will be key to assess the accuracy of its parameters to mitigate ex-post the effects of overlapping policies on the EU ETS which targets have been significantly reinforced last June.\nQuestions to be discussed during this meeting \n\nThe MSR parameters were adjusted a while ago but we are currently facing a new situation – whatare developments that need to be taken into account in light of the review cycle? (e.g. new targets for EE and RES; changes in economic growth and forecasts for the future; new provisions for the 4thPhase adopted this year\, etc.)\nHow will this new context influence the behaviour of players on the ETS market and to what extent will the MSR\, with its current parameters\, be able to remove future unexpected unbalances (e.g. impact on the evolution of the carbon price\, etc.)\nWhat are possible changes in hedging behaviour? If significant changes occur\, what impact will it have on the market?\nHow should proposals to modify the MSR design be analysed and judged? What should be changed to ensure the MSR is resilient?\n\n \nWorkshop Materials:\nAgenda\nPresentation by ERCST\nPräsentation by S. P. Schleicher\nPresentation by T. Buckley\nPresentation by R. SUMMARY:Pre-COP Briefing
DESCRIPTION:During the 23rd Conference of the Parties (COP) of November 2017 in Bonn\, Parties had the aim to make significant progress on the development of the “Paris rulebook”.\nCOP24\, which will take place from 3-14 December 2018 in Katowice\, seeks to continue to work out and ultimately adopt a package of decisions ensuring the full implementation of the Paris Agreement. It will additionally include the Facilitative Dialogue intended to support the implementation of National commitments.\nProgress has been made during the last three years\, with some issues being at a more mature stage in negotiations than others\, but a lot of work remains to be done at COP 24 before a substantive rulebook can be agreed upon.\nDuring this meeting\, the discussion will focus on the EU’s position and ambition leading up to Katowice\, with a special focus on Article 6 and carbon markets. But also on what the expected or possible outcomes are of COP 24 (the Paris Rulebook) and the political phase of the Talanoa Dialogue.\n \nWorkshop Materials\nAgenda\n\n \nRelated Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:The EU's NDC after the Talanoa Dialogue
DESCRIPTION:ERCST and EUI are jointly working on a project which provides the opportunity for a public debate on the possibility of increasing the ambition of the EU climate policy in the 2030 perspective. In light of this project\, a discussion paper was written outlining the various options to enhance the EU NDC and a set of criteria was developed against which these different options can be judged.\nThis meeting is the first of six ‘Open Fora’ to be held in the EU Member States\, where stakeholders are given the opportunity to discuss the different options of increasing the EU NDC and the criteria to judge these options. A background paper on options and criteria to assess them will provide the input for debate.\nThe outputs of these Open Fora\, together with the discussion paper\, will be captured in a Policy Paper to be released on November 26 in Brussels\, just before COP 24 in Katowice.\n \nWorkshop Materials\nAgenda\nPresentation by ERCST & EUI on Options for enhancing the EU’s NDC for 2030\n \nRelated Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:EU Long-Term Climate Strategy: the business perspective
DESCRIPTION:Overall impact of sectoral roadmaps: A dialogue between business and think tanks\n\nThe meeting aims to discuss the results of the Bruegel and ICTSD project “Developing the EU long-term climate strategy” with business stakeholders and think tanks. The European Commission is expected to publish the new long-term climate strategy document in late November. Next to ensuring the decarbonisation of the European economy\, it requires transparency and intellectual contribution from all sectors of society. Bruegel and ICTSD have prepared a policy and technical paper about the key choices to be made\, and have engaged in the process of creating a debate before the Commission releases its paper before COP 24. This event is part of that engagement to provide a dialogue and generate input and ideas from a dialogue between think tanks and the business sector.\n\n \nWorkshop Materials\nAgenda\nPresentation by Andrei Marcu – ERCST\nPresentation by M. SUMMARY:EU ETS: implementation of the funding mechanisms
DESCRIPTION:The revision for the fourth phase of EU Emissions Trading System (2021-2030) introduced a number of important changes concerning funding mechanisms in the system. Existing mechanisms – solidarity provision and 10c derogation – were updated\, and new instruments – the Modernisation Fund and the Innovation Fund – have been added. Adoption of the ETS Directive was merely a first step; important questions remain to be answered in the implementation phase.\nERCST\, in cooperation with Central European Energy Partners (CEEP)\, is preparing a paper that is intended to guide stakeholders through the complex infrastructure of funding mechanisms in the revised EU ETS. This meeting aims to discuss the findings of the paper and to provide a platform for actors from the industry\, governments and NGOs to engage in a constructive dialogue about challenges and expectations for the implementation of funding mechanisms.\n \nWorkshop Materials\nAgenda\nPresentation by Andrei Marcu (ERCST) and Maciej Jakubik (CEEP)\nPresentation by P. SUMMARY:Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process
DESCRIPTION:This workshop held in Bangkok is part of the Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process. The aim of this workshop was to create an informal atmosphere where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement.\nThis meeting included a recap of where we left off in Bonn as SBSTA 48 and what were the main accomplishments for that session. Additionally\, it summarised where we are compared to the timetable that the co-chairs have set up and what is needed from Bangkok to stay on schedule. This was followed by reactions from the participants.\nThe second panel focused on double counting and corresponding adjustments and covered issues such as what gets to be adjusted\, timing and how to use the information\, among others. The following panels identified the linkages between Art. 6 and other elements of the PAWP and what would the packages for Art. 6.2 & Art. 6.4 would look like\, as this would also help determine how the different elements in each package will work together.\nThe meeting concluded with the priorities for COP 24 in Katowice\, Poland this December.\n \nWorkshop Materials\nAgenda\nPresentation by ERCST & Reedsmith\nPresentation by A. SUMMARY:Informal Dialogue on Response Measures
DESCRIPTION:This meeting is part of the “Informal dialogue on Response Measures” project\, an independent initiative aimed at creating an informal dialogue where the participants can explore\, discover\, explain and understand different points of view related to the issues in Article 4.15 of the Paris Agreement. The objective is to further understanding of the options available to define functions\, modalities and work programme of the Forum under the Paris Agreement\, as well as the consequences of adopting each option. The Informal Dialogue will also be a place where substantive issues that have not been included in the Agenda of the Informal Forum can be discussed.\nWhat is also very important is\, to the extent that participants are willing to explain\, to understand the different views\, and more importantly\, WHY these views are held. The discussions will be free and informal.\n \nWorkshop Materials\nAgenda\nPresentation by A. Marcu\nPresentation by A. Cosbey\nPresentation by H. Pacini\nPresentation by Panama\nPresentation by C. SUMMARY:Mitigation action through Article 6 of the Paris Agreement
DESCRIPTION:Article 6 of the Paris Agreement (PA) addresses the issue of “cooperative approaches” under the Paris Agreement. A significant part of it aims to create the framework to ensure that international markets can be a tool to meet Nationally Determined Contributions (NDCs) under the Paris Agreement.\nAfter COP 21 in Paris\, negotiators have a mandate to create a rulebook to ensure that this\, and other parts of the PA\, become operational. Negotiators are aiming to complete this task in 2018 at COP 23.\nThis side-event is an opportunity for stakeholders to be briefed by and enter in discussion with some of the most knowledge participants in these negotiations to understand the progress and challenges towards the implementation of Article 6 of the Paris Agreement.\n \nFiles\nAgenda

SUMMARY:Launch event - Developing the EU Long-Term Climate Strategy
DESCRIPTION:This is the launch event of two papers co-authored by ERCST/ICTSD and Bruegel\, as part of the joint project ‘Developing the EU Long-Term Climate Strategy’. This meeting will include a detailed presentation by the authors Andrei Marcu (ERCST/ICTSD) and Georg Zachmann (Bruegel)\, and will benefit from the participation of\, among others\, Eva Svedling\, Swedish State Scretary for Climate Eva Svedling\, and Artur Runge Metzger\, Director at DG Climate. \nThe European commission has decided to renew its “Roadmap for moving to a competitive low carbon economy in 2050”. The Roadmap is an important policy document\, bringing a long-term outlook to the EU’s decarbonization transition while promoting consistency with science\, addressing energy-security and ensuring opportunities for growth and jobs. \nHowever\, much has changed since the Roadmap was issued in 2011. The Paris Agreement has raised global climate change mitigation ambition – setting the EU on the path towards zero-net emissions by 2050\, and the scientific understanding of climate change has been further deepened through the more recent IPCC 5th Assessment Report. The EU’s Energy Union package needs to be factored into its internal longer-term climate policy perspective\, as well as the decreased costs of mitigation technologies such as renewable energy. \nThe EU needs an updated long-term roadmap\, not only to maintain consistency with longer-term objectives and for the 2018 Facilitative Dialogue\, but also to ensure the long-term policy predictability necessary for enabling and maintaining the low-carbon transition and linked investments. \nThe project “Developing the EU Long-Term Climate Strategy”\, a joint initiative of Bruegel and the European Roundtable Climate Change and Sustainable Transition (ERCST/ICTSD)\, aims to provide a “roadmap” for the development and delivery of the EU’s new long-term decarbonization strategy.\nAfter the five workshops across the EU to gather the views of stakeholders\, the two deliverables of the project are launched today:\ni. A technical document\, describing all potential choices that could be made in the new long-term climate strategy\, with an analysis of the trade-offs implied.\nii. A policy document\, presenting a number of inherently consistent set of choices that may serve as basis to build the new roadmap.\n \nThis project is made possible by the generous support of Sweden\, Denmark\, France and Germany\, the European Climate Foundation\, Climate-KIC\, Enel\, EdF and Shell.\n \nFiles\nPresentation\nFinal Agenda\nKey links\nPolicy Paper\nTechnical Paper

SUMMARY:2018 State of the EU ETS Report - Launch Event
DESCRIPTION:This meeting is the launch event of the 2018 State of the EU ETS Report. During this meeting\, the authors will present the Report and their findings through a presentation\, after which the Report will be discussed in a roundtable setting.  \n \nThe EU’s Emission Trading System has now been in operation for more than a decade\, and underwent numerous reform measures\, including the recently concluded Phase 4 review.\nAs any other undertaking it requires\, periodically\, an assessment regarding its well-functioning and delivery of its objectives. In this respect\, the European Commission is required to annually assess\, according to the EU ETS Directive\, the functioning of the EU ETS and report back to the EU Parliament and Council.\nWhile the European Commission has its role to play in providing an official report\, it is also important that independent review and assessment of the functioning and delivery of the EU ETS takes place.\nThe “2018 State of the EU ETS” Report\, the third of its kind\, aims to provide such an independent contribution to the policy debate\, which is needed to ensure that the EU ETS is “fit for purpose”. This Report discusses the current state of play in the EU ETS\, analyses whether the system is performing and delivering\, and discusses how the recently concluded Phase 4 review could affect its functioning from 2020 onwards. For all its faults\, the EU ETS should not be compared to an ideal world\, but the real options that would be available to address climate change. This will be the third report.\n \nThe 2018 State of the EU ETS Report is a joint initiative by ERCST/ICTSD\, Nomisma Energia\, I4CE\, Wegener Center at the University of Graz and EcoAct.\nThis will be the third report on the State of the EU ETS and builds on the report produced by this group of organizations in 2017\, as well as the 2016 report produced by the current ERCST staff.\n \nWorkshop Material(s)\nPresentation\nFinal Agenda\n \nKey Links\n2018 State of the EU ETS Report

SUMMARY:Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process
DESCRIPTION:This workshop held in Tokyo is part of the Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process. This workshop followed SBSTA 47 held in Bonn. Article 6 negotiations are carried out under Agenda Item 11. An Informal Note was produced during SBSTA 47 which outlined draft elements for a text. The decision also mandated the SBSTA chair to produce a new informal document prior to SBSTA 48. This workshop intersected SBTSA 47 and 48 and aims to create an informal atmosphere where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement.\nThe first day included the presentation of a straw man outlining elements of guidance under Article 6.2\, building on the informal note and prior submissions by Parties. The paper will have been peer reviewed by a number of prestigious institutions from both developed and developing countries\, who follow Article 6 negotiations. The straw man intends to eliminate duplications\, but keep all substantive options\, and produce a useful framework for discussion for negotiators in their informal deliberations and preparations leading to SBSTA 48 in Bonn\, May 2018. This was followed by reactions and thought on Article 6.2.\nThe second day focused on Article 6.4. Invited speakers gave presentations on parts of the Art 6.4 Informal Note and discussed: any overlaps or duplications in the headings or options\, any missing options\, the need to eliminate overlaps to streamline the paper and provide clarity\, the substance in every option\, with pros and cons.\n \nFiles\nReedsmith\nY.
