SUMMARY:Issues and options for the revision of the state aid guidelines in the context of the EU ETS
DESCRIPTION:The state aid guidelines are up for revision – not review – which means that they could change significantly. The current guidelines expire on 31 December 2020\, and the new guidelines would ‘indicatively’ be ready by Q3 2020 – just a few months before the new ones actually enter into force.\nThe new state aid guidelines will need to balance a number of issues\, among which: \n\ncarbon leakage risk\nrisk of overcompensation and potential windfall profits\nrisk of internal market distortion\nhow to incentivise cost efficient decarbonisation\n\nERCST is preparing an issues and options paper on how indirect EU ETS costs could be dealt with by the new guidelines. This meeting is part of a series of meeting on state aid guidelines and indirect costs compensation\, which started with a discussion with stakeholders on January 31\, and will continue throughout the year with the next meetings planned on May 8 and September 19. The final paper will be released in the Autumn of 2019.\nDuring this meeting\, ERCST will present its views on the most important issues linked to the revision of the state aid guidelines\, and raise some issues and options for discussion. SUMMARY:Preparing the review of the Market Stability Reserve
DESCRIPTION:The MSR has started to operate this year and the first review is scheduled in 2021. In this review\, the track-record and impacts of the MSR will be analysed. Based on this analysis\, and a discussion on what the MSR is ought to achieve\, a decision will have to be made on whether or not to change the parameters\, and if so\, how.\nDuring this event\, ERCST will present an outline on how a review of the MSR could be carried out\, and which parameters are to be monitored. DESCRIPTION:This meeting is part of the “Implementation of markets and non-markets provisions in the Paris Agreement” project\, which aims to create an informal atmosphere\, where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement. SUMMARY:Carbon Pricing Leadership Coalition Research Conference
DESCRIPTION:The Carbon Pricing Leadership Coalition (CPLC) and the World Bank Group hosted the world’s first International Research Conference on Carbon Pricing on February 14-15 in New Delhi\, India.\nERCST’s Director\, Andrei Marcu\, co-chaired the Research Committee of this Conference. \n \nResearch and analysis are vital for effective carbon pricing design and implementation. With the goal of strengthening the carbon pricing knowledge base and fostering an improved understanding of the evolving challenges to its successful application\, the Carbon Pricing Leadership Coalition will convene researchers\, practitioners\, and interested stakeholders for the CPLC Research Conference.\nThe event convened over 30 researchers from across the globe to present papers on various carbon pricing themes. These papers have been selected through a review process by an international scientific committee comprising of academics\, researchers\, and policymakers.\nThe two-day Conference hosted over 300 participants and be centered around six central themes: (1) Learning from Experience\, (2) Carbon Pricing Design\, (3) Concepts and Methods\, (4) Political Economy\, (5) Decarbonizing the Economy\, and (6) Emerging Frontiers. SUMMARY:State Aid Guidelines and the EU ETS: indirect costs
DESCRIPTION:The ‘Revision of the Guidelines on certain State aid measures in the context of the GHG allowance trading system post-2020’ is well underway\, and is set to be finalised by the Autumn of 2020. The guidelines are up for a total revision – meaning that all aspects and implementation of in are up for revision this year. This includes bringing the guidelines into line with the EU ETS Phase 4 Directive\, but also the more politically sensitive topic of indirect cost compensation. \nThe European Commission has indicated that the criteria for sectors to be eligible for indirect cost compensation could be changed – and therefore the list of sectors that can apply for compensation under national schemes. Also up for revision is the maximum amount of indirect cost compensation for eligible installations and the emission intensity of electricity production (the so-called regional CO2 factors) used to determine that amount. The revision could not only revisit current rules for indirect cost compensation\, but also add new ones if necessary\, for example the need for installations to invest in energy efficiency. \nERCST is setting up a brainstorming session to allow stakeholders to discuss their priorities for the revision of the state aid guidelines\, and to explore options and packages that mitigate carbon leakage risk while not leading to windfall profits. DESCRIPTION:ERCST and EUI would like to invite you to the launch of their policy paper ‘The EU’s NDC after the Talanoa Dialogue’\, held on November 26 at the Permanent Representation of France to the EU in Brussels. \nERCST and EUI have jointly been working on a project which provides the opportunity for a public debate on the possibility of increasing the ambition of the EU climate policy in the 2030 perspective. As final element of this project\, a policy paper is being written outlining the various options to enhance the EU NDC which were assessed using a set of criteria developed by the project team and tested through surveys with key experts and stakeholders.\nSix ‘Open Fora’ were organised in the EU Member States in the weeks leading up to COP24 are part of this project. Here\, local stakeholders were given the oppor\ntunity to discuss the different options of increasing the EU NDC and the criteria to assess them. SUMMARY:ICTSD & IETA Article 6 Business Dialogue
DESCRIPTION:ERCST and IETA held a joint workshop on Article 6 of the Paris Agreement in Glion\, back-to-back with the Informal Dialogue on Article 6\, organised by ICTSD. The workshop brought together IETA members and key UNFCCC market negotiators\, presenting a unique opportunity to discuss Article 6 priorities and share private sector experiences with international carbon markets.\nParticipants had the opportunity to participate in a discussion on why they view as the main issues related to Article 6.2 and 6.4. SUMMARY:IPCC 1.5ºC Report: What are the main messages and EU policy implications?
DESCRIPTION:The Paris Agreement officially entered into force on 4 November 2016 and aims to pursue “efforts to limit the temperature increase to 1.5°C above pre-industrial levels”.\nThe UN’s Intergovernmental Panel on Climate Change (IPCC) agreed in early 2016 in Nairobi on a timeframe for its next major series of climate reports – including a special report in 2018 on the ramifications of a 1.5 degree Celsius increase in global temperatures above pre-industrial levels.\nThe IPCC has responded to this “temperature goal” by working on a special report on “Global warming of 1.5°C” that has been adopted by Governments less than 10 days ago in Incheon (Republic of Korea).\nThis report attempts to put in perspective\, through the most recent scientific literature\, the impacts of a 1.5°C world and related global greenhouse gas emission pathways to get us there.\nBut what policy implications does the 1.5°C target have\, both globally and for the EU’s climate policy? SUMMARY:EU ETS: free allocation adjustments due to production changes in Phase 4
DESCRIPTION:The recent revision for the fourth phase of the EU ETS extended the use of transitional free allocation for the period 2021 – 2030. Moreover\, the revision introduced some new rules for free allocation and adjustments to free allocation due to production changes. While these new rules set out the main criteria\, the European Commission has the mandate to adopt more detailed implementation rules and requirements.\nAccording to the indicative planning of the European Commission\, the current free allocation rules will be updated in a new delegated act\, expected to be adopted in Q4 2018. Moreover\, an implementing act is expected to be adopted in Q3 2019 which will set out the provisions for the adjustments of the levels of free allocation based on changes in production levels.\nWhile some of the main rules for free allocation adjustments due to production changes are clearly included in the phase 4 revision (e.g. the 15% threshold calculated on a rolling average of two years)\, a number of issues for discussion and clarification remain. For example\, the preambles of the phase 4 amendments include the vision for the Commission to ‘consider further measures to put in place\, such as the use of absolute thresholds regarding the changes of allocations’.\nThis meeting gives the opportunity for stakeholders to discuss this important issue with each other and with policymakers. SUMMARY:EU ETS: Impacts of the new clean energy package targets on the MSR
DESCRIPTION:The Market Stability Reserve was put in place to address the current surplus of EUA’s in the market\, as well as “normal” levels of surplus that may emerge in future years. The performance of the MSR is therefore critical to the well-functioning of the EU ETS. However\, the parameters have not been tested in real life\, and many were put in place a while ago\, especially the thresholds. As the MSR starts to operate\, monitoring its parameters and their fit with the current environment is important.\nPolicies that support the deployment of renewable energy sources (RES) and the improvement of energy efficiency (EE) will continue to drive emission reductions in the EU\, effectively ‘overlapping’ with the EU ETS\, and ultimately limiting its role as a driver for decarbonization. The recently agreed targets of the 2030 EU Energy package (32% for renewables and 32\,5% for energy efficiency) will certainly lead to additional CO2 reductions in EU ETS sectors and will further impact the supply- demand balance in the market.\nTherefore\, in spite of the doubling of its withdrawal rate until 2023\, the MSR may not\, under certain conditions\, be able to mitigate the impact of those policies on the EU ETS during Phase IV.\nThe MSR reviews scheduled in 2021 and 2026 will be key to assess the accuracy of its parameters to mitigate ex-post the effects of overlapping policies on the EU ETS which targets have been significantly reinforced last June.\nQuestions to be discussed during this meeting \n\nThe MSR parameters were adjusted a while ago but we are currently facing a new situation – whatare developments that need to be taken into account in light of the review cycle? (e.g. new targets for EE and RES; changes in economic growth and forecasts for the future; new provisions for the 4thPhase adopted this year\, etc.)\nHow will this new context influence the behaviour of players on the ETS market and to what extent will the MSR\, with its current parameters\, be able to remove future unexpected unbalances (e.g. impact on the evolution of the carbon price\, etc.)\nWhat are possible changes in hedging behaviour? If significant changes occur\, what impact will it have on the market?\nHow should proposals to modify the MSR design be analysed and judged? DESCRIPTION:During the 23rd Conference of the Parties (COP) of November 2017 in Bonn\, Parties had the aim to make significant progress on the development of the “Paris rulebook”.\nCOP24\, which will take place from 3-14 December 2018 in Katowice\, seeks to continue to work out and ultimately adopt a package of decisions ensuring the full implementation of the Paris Agreement. It will additionally include the Facilitative Dialogue intended to support the implementation of National commitments.\nProgress has been made during the last three years\, with some issues being at a more mature stage in negotiations than others\, but a lot of work remains to be done at COP 24 before a substantive rulebook can be agreed upon.\nDuring this meeting\, the discussion will focus on the EU’s position and ambition leading up to Katowice\, with a special focus on Article 6 and carbon markets. SUMMARY:The EU's NDC after the Talanoa Dialogue
DESCRIPTION:ERCST and EUI are jointly working on a project which provides the opportunity for a public debate on the possibility of increasing the ambition of the EU climate policy in the 2030 perspective. SUMMARY:EU ETS: implementation of the funding mechanisms
DESCRIPTION:The revision for the fourth phase of EU Emissions Trading System (2021-2030) introduced a number of important changes concerning funding mechanisms in the system. Existing mechanisms – solidarity provision and 10c derogation – were updated\, and new instruments – the Modernisation Fund and the Innovation Fund – have been added. Adoption of the ETS Directive was merely a first step; important questions remain to be answered in the implementation phase.\nERCST\, in cooperation with Central European Energy Partners (CEEP)\, is preparing a paper that is intended to guide stakeholders through the complex infrastructure of funding mechanisms in the revised EU ETS. SUMMARY:Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process
DESCRIPTION:This workshop held in Bangkok is part of the Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process. The aim of this workshop was to create an informal atmosphere where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement.\nThis meeting included a recap of where we left off in Bonn as SBSTA 48 and what were the main accomplishments for that session. Additionally\, it summarised where we are compared to the timetable that the co-chairs have set up and what is needed from Bangkok to stay on schedule. This was followed by reactions from the participants.\nThe second panel focused on double counting and corresponding adjustments and covered issues such as what gets to be adjusted\, timing and how to use the information\, among others. SUMMARY:Developing the EU long-term climate strategy
DESCRIPTION:This workshop presents and discusses the results of the “Developing the EU long-term climate strategy” project in Bucharest. The technical and policy papers are the deliverables of a yearlong effort\, which included an initial brainstorming in Brussels in June 2017\, followed by a series of stakeholder engagements in several EU capitals at the beginning of 2018. The consultative process was concluded in March 2018 and the project’s outcomes were first presented on April18th in Brussels.\nIn this event we will focus on the key choices and challenges but also on the risks and opportunities awaiting stakeholders within the development of the EU Long Term Climate Strategy.\n \n
