SUMMARY:Accounting and Product Standards in Rome
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””] \nThis an invitation only event\, if you are interested in participating\, please contact: fcalvo@ercst.org.  \nAs the European Union advances its legislative agenda on industrial decarbonisation\, including revisions to the EU Climate Law\, the EU ETS\, the Carbon Border Adjustment Mechanism (CBAM)\, and emerging initiatives to create markets for low-carbon products\, interest is growing in the role that carbon accounting and carbon intensity–based product standards could play within the EU policy framework. \nThis stakeholder consultation forms part of ERCST’s work on product standards. The associated research assesses how product standards could be integrated into existing EU instruments\, identifies legal\, political\, and institutional considerations\, and explores implications for international alignment and cooperation. \nThe Rome consultation will convene a selected group of policymakers\, industry representatives\, research institutions\, and other stakeholders for a focused discussion of the analytical findings. The objective of the session is to gather expert feedback\, build awareness among national stakeholders\, and refine policy recommendations to inform the final report and subsequent outreach activities. \nDraft Agenda[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Stakeholder Meeting: Free allocation conditionality in the EU ETS - Review of the EU ETS
DESCRIPTION:[vc_row][vc_column conditional_render=”%5B%7B%22value_role%22%3A%22administrator%22%7D%5D” css_params=””][vc_column_text css=”” css_params=””] \nThis is an invitation-only event. If interested in participating\, please email: elesaulnier@ercst.org fcalvo@ercst.org \nThis stakeholder meeting marks the presentation of the third report in our series dedicated to the 2026 review of the EU Emissions Trading System\, following the publication of the first and second reports in April and September\, respectively. \nThis event will focus on free allocation conditionality in the EU ETS. By making free allocation conditional on an investment plan\, the European Commission’s proposal of 17 July appears to label it a decarbonisation subsidy rather than a carbon leakage protection tool. We will explore alternatives to this approach\, including “double conditionality”: coupling company obligations with external conditions beyond their control\, such as a market for low-carbon products\, the availability of  low-carbon electricity and hydrogen at competitive prices\, and the necessary infrastructures. \n[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Ledger-Based Carbon Accounting for CBAM and Lead Market - A Learning Workshop with ERCST
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This an invitation only event\, if you are interested in participating\, please contact: fcalvo@ercst.org \nEurope’s climate-policy toolkit is extensive\, but its effectiveness now hinges on a harder question: can the underlying emissions data be trusted\, while also meeting the EU’s push for industrial competitiveness\, simplification\, and interoperability? E-ledgers is designed to answer both demands at once: a common accounting layer beneath instruments like CBAM and DPP\, applying financial-accounting logic so that primary emissions data moves with products and transactions in a form that can be verified once and reused across policy settings. \nCo-convened by Andrei Marcu (ERCST) and Prof. Karthik Ramanna (E-ledgers Institute / University of Oxford)\, the workshop will bring together thought leaders across industry\, policy\, academia\, and thinktanks\, for a multi-way exchange on how to make product-level accounting workable. Participants will gain a deeper understanding of ledger-based emissions accounting and lessons from real-world pilots with companies. Through facilitated discussion on the application of E-ledgers in a European policy context\, the session will examine practical considerations and how a ledger-based accounting can help advance the EU’s climate and industrial priorities. \nDraft Agenda[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Expert Consultation: Integration of Carbon Removals into the EU ETS
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This event was both in person and online (by invitation only). For more information contact: hbevernage@ercst.org \nWith the EU ETS Directive under formal review\, the integration of Carbon Dioxide Removals (CDR) into the carbon market has moved from a prospective question to an immediate legislative challenge. The Commission’s July 2026 proposal\, Peter Liese’s EP amendment\, and the UK ETS each offer distinct approaches to CDR integration\, differing on eligibility\, cap integrity\, governance\, and financing. \nFundamental questions remain unresolved: which technologies should be eligible\, how is cap integrity ensured if removal supply falls short\, and who governs and pays for a CDR programme of this scale? \nThis Expert Consultation brought together experts across carbon markets\, CDR technology\, and EU climate policy to examine these questions\, drawing on ERCST’s forthcoming paper on CDR integration into the EU ETS. \nAgenda \n[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Launch Event : Review of the EU ETS - Free allocation investment conditionality
DESCRIPTION:[vc_row][vc_column conditional_render=”%5B%7B%22value_role%22%3A%22administrator%22%7D%5D” css_params=””][vc_column_text css=”” css_params=””]This is a public event. If interested in participating\, please email:  \nfcalvo@ercst.org elesaulnier@ercst.org \nThe event marks the launch of the third report in our Review of the EU ETS series\, which we started in February and are continuing throughout the ongoing legislative process. The report focuses on free allocation conditionality and explores alternatives to the approach set out in the European Commission’s proposal of 17 July\, building on the ideas put forward in our second report. \nBy making free allocation conditional on an investment plan\, the European Commission’s proposal of 17 July appears to label it a decarbonisation subsidy rather than a carbon leakage protection tool. The proposed conditionality carries conceptual challenges\, impacts competitiveness\, and contains uncertainties-notably regarding WTO compatibility\, investment plan requirements\, and exemptions-while also affecting market functioning. Alternative approaches to investment conditionality can be considered\, such as positive conditionality\, in which free allocation remains unconditional but additional allowances could be granted to companies successfully delivering decarbonisation milestones after voluntary submission of a plan. \nAgenda \nRegister Online \nRegister In-person[/vc_column_text][/vc_column][/vc_row]

SUMMARY:A Vision for the future of EU Carbon Market Governance (COP31)
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This is a public event at COP31. \nThe event will discuss how EU carbon-market governance could be strengthened and explore the concept of a flexible governance and explore different models such as a European Central Carbon Bank (ECCB) or European Carbon Management Agency (ECMA) as a possible future model. How does Türkiye see this governance and what lessons it has taken from the EU experience. \nThe discussion will focus on: \n\nHow an increasingly complex system – combining a declining cap\, the MSR\, removals\, international credits and investment support – can be managed coherently.\nWhether such governance could provide an appropriate institutional framework for these new functions.\nHow stronger\, more transparent and accountable governance could support market stability\, investment and climate objectives.\n\nDraft Agenda[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Advancing Paris Agreement Implementation through Nuclear Energy and Carbon Markets (COP31)
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This is a public event at COP31. \nThis COP31 side event will explore how nuclear energy and renewables can work together to deliver resilient\, secure and decarbonized electricity systems\, while examining the role of carbon pricing and carbon markets in mobilizing investment and accelerating the deployment of clean energy technologies. \nNuclear energy can provide firm\, low-carbon electricity that complements variable renewable generation\, helping ensure grid stability\, energy security and the continuous availability of clean power. Together with renewable energy\, energy storage\, grid modernization and demand-side flexibility\, nuclear power can contribute to cost-effective pathways toward deep decarbonization and widespread electrification. \nThe discussion will also examine how carbon markets\, including mechanisms under Article 6 of the Paris Agreement\, can create stronger economic incentives for low-carbon electricity investments\, recognizing the emissions-reduction value of different technologies while promoting environmental integrity\, transparency and sustainable development. Particular attention will be given to the opportunities and challenges of designing carbon market frameworks that are technology-neutral\, credible and capable of mobilizing public and private finance. \nBringing together policymakers\, energy experts\, international organizations\, financial institutions and industry representatives\, the event will highlight practical approaches to integrating nuclear and renewable energy within national climate strategies\, electricity market designs and investment frameworks. \nDraft Agenda[/vc_column_text][/vc_column][/vc_row]

SUMMARY:IMO: Approaches to ship decarbonization (COP31)
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This is a public event at COP31. \nFollowing the adoption of the 2023 IMO Strategy on Reduction of GHG Emissions from Ships\, MEPC 83 approved\, in April 2025\, draft amendments to MARPOL Annex VI establishing the IMO Net-Zero Framework. At its second extraordinary session in October 2025\, the Committee adjourned consideration of the adoption of the draft amendments for one year. MEPC 84 subsequently instructed the Intersessional Working Group on Reduction of GHG Emissions from Ships (ISWG-GHG) to consider proposals on how to address concerns with the draft amendments\, in line with the 2023 IMO GHG Strategy. \nThe discussions held since have brought several fault lines into focus: the stringency and evidentiary basis of the GFI reduction trajectory; the place of financial contributions among the compliance options\, and of a centrally administered fund under MARPOL Annex VI; the predictability of support for a just and equitable transition; and the need for\, and financing of\, a dedicated incentive for zero or near-zero GHG emission technologies\, fuels and/or energy sources (ZNZs). \nERCST has offered a draft text that follows as an independent contribution to that effort. It leaves intact the elements that command general support\, namely the well-to-wake GFI metric\, the sustainable fuels certification schemes\, the reporting and verification cycle and the IMO GFI Registry\, and concentrates on the elements on which views diverge. Rather than choosing between competing priorities\, it seeks to accommodate them within a single architecture built on a single target annual GFI with a softer start and a review-based adjustment mechanism a broader set of compliance options a GFI Implementation Facility operating through two separate windows and enforcement at the national level. \nDraft Agenda \n [/vc_column_text][/vc_column][/vc_row]
