DESCRIPTION:This meeting is under Chatham House Rules | No press \nThis meeting is part of a continuous series of meetings organised by ERCST on the European Green Deal. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments\, look ahead to what is in the pipeline\, and discuss the general implementation of the EGD framework.\nThe European Green Deal can be seen as a collection of priorities\, principles and areas where legislative proposals will be produced in the coming years. DESCRIPTION:European Roundtable on Climate Change and Sustainable Transition (ERCST) and South African Institute of International Affairs (SAIIA) are organising a virtual South Africa-EU “town hall meeting” on September 22\, 2020 on the role that Border Carbon Adjustments (BCAs) may play in addressing asymmetry in climate ambition under the Paris Agreement\, with special focus on the plans that the European Union has to examine this option. This activity together with other similar planned “town hall” meetings will feed into a policy paper on the international views on BCA that ERCST will publish in collaboration with its partners. \nThe European Green Deal has strengthened the level of climate ambition\, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage\, pushing BCAs to the front as a possible solution.\nBorder carbon adjustments (BCAs) aim to alleviate negative effects caused by uneven climate policies by including imports and/or exempting exports. BCAs seek to level the playing field in competitive markets\, incentivize trade partners to strengthen their own climate efforts and prevent leakage of carbon emissions to jurisdictions with weaker policies. These objectives can be achieved by a tariff or other fiscal measure applied to imported goods\, the extension of regulatory compliance obligations (e.g. ETS) to imports or a tax exemption or regulatory relief for exports.\nThis virtual town-hall is part of the ERCST project on border carbon adjustment\, which is supported by Eurofer\, Enel\, FuelsEurope\, the Government of France\, the Government of Germany\, HeidelbergCement\, MetInvest\, and Solvay.\n  \nParticipation in these town halls is by invitation only. SUMMARY:Border Carbon Adjustment Mechanism - Public Consultation
DESCRIPTION:This meeting is under Chatham House Rules | No press is invited \nAs part of the European Green Deal\, implementation of a BCA is once again being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal\, a proposal for a BCA for “selected sectors” will be released in 2021. So far\, we can only speculate what such a BCA might look like\, as few policy details have been released. DESCRIPTION:During this one-hour conversation\, Ambassador Khalid Abuleif\, Sustainability Adviser to the Minister of Energy and Chief Negotiator for Climate Agreements\, Kingdom of Saudi Arabia\, will shed light on the current priorities for the G20 in the area of climate change under the KSA’s presidency. \nAfter opening statements and an introductory interview\, Andrei Marcu and Michael Mehling will moderate a Q&A with participants.\nOn 1 December 2019\, the Kingdom of Saudi Arabia assumed the presidency of the G20\, the premier global forum for international economic cooperation. This year’s Leader Summit will be held on November 21-22.\nClimate change remains one of the priorities of the KSA’s g20 presidency\, as shown in the extensive agenda and events associated with it. Indeed\, ‘Safeguarding the Planet’ is one of the three central aims of the Saudi G20 Presidency. SUMMARY:Preparing for the review of the EU ETS - Brainstorm session
DESCRIPTION:This meeting is under Chatham House Rules | No press \n\n\n\n\nThe EU ETS has long been considered one of the cornerstones of the EU’s climate policy. While it has been faced by many issues\, the ETS has increasingly proven to be ‘fit for purpose’ in recent years. Today\, the EU ETS stands at the dawn of a new revision process\, which will have to ensure that it helps delivering on the European Green Deal in an economically efficient way.\nThis Fall\, ERCST will start a series of discussions on the future of this important policy instrument\, starting with a first look at the role of the EU ETS within the 2030 Climate Target Plan on September 29.\nThis will be followed by a series of topical sessions throughout 2020 and 2021\, aimed at discussing specific elements and issues related to the EU ETS\, in preparation for the Commission’s proposal due in June 2021 and the subsequent negotiation process.\nThis initial brainstorm session is meant to bring together a small group of stakeholders to discuss a number of issues\, including: \n\nthe positive and negative elements of the current EU ETS design;\nthe policy options that can address any identified flaws in the system;\nwhich policy options should (or shouldn’t) be considered in the upcoming (Inception) Impact Assessment for the EU ETS revision;\nthe structure and elements to be discussed in the ERCST work stream ‘the Future of the EU ETS’.\n\nERCST will present its views\, which will be followed by a few initial interventions and an open roundtable discussion with participants.\n \n \n\n\n\nParticipation in this meeting is by invitation only. DESCRIPTION:European Roundtable on Climate Change and Sustainable Transition (ERCST) and Iniciativa Climática de México (ICM) are organising a virtual Mexico-EU “town hall meeting” on August 27\, 2020 on the role that Border Carbon Adjustments (BCAs) may play in addressing asymmetry in climate ambition under the Paris Agreement\, with special focus on the plans that the European Union has to examine this option. This activity together with other similar planned “town hall” meetings will feed into a policy paper on the international views on BCA that ERCST will publish in collaboration with its partners.\nThe European Green Deal has strengthened the level of climate ambition\, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage\, pushing BCAs to the front as a possible solution.\nBorder carbon adjustments (BCAs) aim to alleviate negative effects caused by uneven climate policies by including imports and/or exempting exports. BCAs seek to level the playing field in competitive markets\, incentivize trade partners to strengthen their own climate efforts and prevent leakage of carbon emissions to jurisdictions with weaker policies. DESCRIPTION:During this one-hour conversation\, Karsten Sach\, Director-General for European and International Climate Policy of the German Federal Ministry for the Environment\, Nature Conservation\, and Nuclear Safety (BMU)\, will shed light on Germany’s climate priorities for their term. After an introductory interview\, Andrei Marcu (ERCST) will moderate a Q&A with participants.\nOn 1 July\, Germany will assume the presidency of the Council of the EU from Croatia\, for the remainder of 2020. The German presidency has already been dubbed the ‘crisis’ presidency\, as it will have the challenging task to facilitate the negotiations regarding the EU’s response to the COVID-19 crisis\, including the EU’s 21-27 budget and Recovery Fund.\nClimate policy will be one of the other ‘central issues’ for the presidency\, and several high-profile files\, including Council discussions on the Climate Law\, the Commission’s presentation of the 2030 Climate Target Plan and a potential update of the EU NDC\, will likely be on the political agenda.\nIn addition\, the German Presidency was to span COP 26 in Glasgow\, a critical moment for those that look for an increase in NDC commitments. ERCST has organised several meetings on this topic throughout 2019\, and launched its paper “Preparing the review of the Market Stability Reserve” last November.\nHalf a year later\, the context of this upcoming review has changed completely. The European Green Deal announced an increase in the 2030 and 2050 ambition\, and mandated a review of the entire Energy and Climate Framework\, for which the proposal is expected by June 2021. DESCRIPTION:As the EU considers its most ambitious decarbonization targets yet under the European Green Deal\, many consider a border carbon adjustment essential to sustain Europe’s continued leadership in a world of asymmetrical climate efforts. SUMMARY:The 2030 Climate Target Plan - Public Consultation meeting
DESCRIPTION:To put the EU firmly on a path towards climate neutrality by 2050\, the Commission will propose an increased greenhouse gas emission reduction target for 2030 from at least 40% to at least 50% to 55% (compared to 1990)\, including through an amendment to the recently proposed Climate Law. The Communication will set out potential implications for the overall regulatory and enabling framework. It will describe the overall architecture of policy measures to be put in place to achieve that target. \nIn April\, ERCST organised a webinar which focussed on the upcoming impact assessment\, exploring what the Commission intends to assess\, and what not\, and what stakeholders deem important to be included in this exercise. It also took a deeper dive\, focusing on the role of the EU ETS in contributing to the achievement of the revised 2030 target\, both in terms of the emission reductions to be contributed\, as well as the role it could play in financing the transition\, through revenue recycling of the auctioning of EUAs. \n\n\n\n\nIn its draft report on the European Climate Law\, the ENVI Committee of the European Parliament has brought to the table a number of new ideas\, including running ahead of the Commission’s communication by proposing 2030 and 2040 targets\, as well as an EU carbon budget and the objective of achieving neutrality not only at the EU level\, but also on the sectoral / Member States level.\nThe 2030 climate plan Communication\, expected in September 2020\, will set out the proposed targets\, as well as potential implications for the overall regulatory and enabling framework. SUMMARY:Creating markets for low-carbon products in the EU
DESCRIPTION:Historically\, EU and Member State climate policies have strongly focused on reducing GHG emissions that are produced within their jurisdictions. Less emphasis has been put on policies\, being it command-and-control or economic\, aimed at incentivising (domestic) demand for low-carbon products.\nMany EU producers are making investments to lower their emissions\, subsequently increasing their production costs and the costs of their final product vis-à-vis non-EU producers of similar goods. Yet\, due to the lack of incentives to buy these lower-carbon\, (often) more expensive goods\, consumption can shift to higher-carbon imports.\nThis is a perverse effect that should be mitigated. While carbon leakage measures\, such as for example in place in the EU ETS\, can mitigate this effect\, mitigation alone is not sufficient to help speed up the global transition to a low-carbon economy.\nWhile research shows that EU consumers are slowly shifting their consumption patterns towards lower-carbon products\, this shift is not fast enough to reach the objectives of the Paris Agreement.\nThis meeting is intended as a public brainstorming session to start the debate on how to stimulate the creation of a (domestic) market for low-carbon products. This will be the first of a series of meetings offering an opportunity for discussion between stakeholders and policymakers in the context of the implementation of the European Green Deal.\nFor the European Green Deal to succeed\, it is vital to encourage demand-side options aimed at building a mass market for low-carbon products. SUMMARY:The European Climate Law - feedback to the Commission's proposal
DESCRIPTION:The European Climate law was one of the flagship measures proposed by the new Commission\, to be adopted within the first 100 days of its mandate. It claims to “set the direction of travel for EU climate action\, give predictability for investors\, and anchor the irreversibility of the transformation”. A stakeholder’ consultation meeting took place in Brussels on January 28\, and a first feedback period was completed on February 6\, with close to 1000 contributions.\nThe proposal of the European Climate Law itself was published on March 4th\, outlining the (legal) framework for achieving climate neutrality by 2050\, including: \n\nProviding certainty and confidence on the EU’s commitments;\nEnhancing adaptation efforts;\nSet out a process to enhance and review the trajectory;\nAssessment of progress against the commitments;\nAssessment and review of existing policies in light of consistency with the objectives of the climate law.\n\nThe proposal is now subjected to an 8week feedback period. All feedback is to be summarized by the Commission and presented to the Parliament and Council.  The climate law is a ‘game changer’ for the EU’s climate ambition\, as it enshrines a pathway of the next three decades\, and should be examined with the outmost attention. The issue of timing should also be examined in light of the current constraints on the public debate.\n \nThis meeting aims discuss stakeholders’ views on the climate law and feedback they plan to submit. SUMMARY:Stakeholder meeting "Border Carbon Adjustments in the EU: Issues and Options" - April 2020 Update
DESCRIPTION:As part of the European Green Deal\, implementation of a BCA is once again being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal\, a proposal for a BCA for “selected sectors” will be released in 2021. So far\, we can only speculate what such a BCA might look like\, as few policy details have been released. Given the resurgence of discussions about BCAs on the EU political agenda\, it is an opportune time to have a closer look at the various available policy design elements and options\, along with the associated environmental\, economic\, political and legal implications\, in order to better understand what form of BCA might work for the EU.\nThis videoconference will be an opportunity for invited stakeholders to contribute to a draft paper being prepared by Andrei Marcu\, Michael Mehling\, and Aaron Cosbey. SUMMARY:The 2030 Climate Target Plan - Impact Assessment and role of the EU ETS
DESCRIPTION:To put the EU firmly on a path towards climate neutrality by 2050\, the Commission will propose an increased greenhouse gas emission reduction target for 2030 from at least 40% to at least 50% to 55% (compared to 1990)\, including through an amendment to the recently proposed Climate Law. The Communication will set out potential implications for the overall regulatory and enabling framework. It will describe the overall architecture of policy measures to be put in place to achieve that target.\nFollowing the series of discussions on the Green Deal and Climate Law\, ERCST organises this online webinar\, which will be an opportunity for participants to reflect on the process and implications of the review of the 2030 target\, and how the increase in ambition can be financed\, with an initial focus on the role of the EU ETS funds and EUA revenues.\nThis first session will shed light on the upcoming impact assessment\, focusing on what the Commission intends to assess\, and what not\, and what stakeholders deem important to be included in this exercise.
