SUMMARY:Focus Group - European Commission’s CO₂ Transport Package: Implications for EU Climate Policy
DESCRIPTION:This was an ONLINE by-invitation only event.  \n  \nThe European Commission’s CO₂ Transport Package is central to enabling an integrated and competitive EU market for CO₂\, supporting the scale-up of industrial carbon management solutions including CCS\, CCU\, and CDR. \nIn line with the Industrial Carbon Management Strategy\, the EU must deploy significant CO₂ transport infrastructure to connect capture sites with storage or utilisation locations. This will require a coordinated approach across borders\, greater regulatory clarity\, and strong investment signals. The Net Zero Industry Act reinforces this ambition by establishing an EU market for CO₂ storage services and setting a legally binding target of 50 million tonnes of annual CO₂ injection capacity by 2030. \nThis meeting wasintended as a stakeholders/experts workshop with a small group of invited stakeholders which will brainstorm on the topics to be discussed in the upcoming ERCST’s Paper titled ‘European Commission’s CO₂ Transport Package: Implications for EU Climate Policy’. This initial Focus Group will be followed by a broader Stakeholders Consultation taking place in February 2026. \nAgenda

SUMMARY:Stakeholder Consultation: EU CBAM Legislative Proposal
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This was an invitation-only event.  \nAs the EU moved into the definitive phase of the CBAM\, a major legislative package has been delivered in Q4 2025\, covering treatment of exports\, the extension of CBAM to downstream sectors\, and the EU’s anti-circumvention strategy. \nThis first report under the Border Carbon Adjustments in the EU – Phase VII workstream provides the ERCST’s timely and comprehensive response to the European Commission’s forthcoming proposal. It offers a detailed analysis and critical reflection on those key design questions\, and offer recommendations. \nThis closed stakeholder consultation brought together a wider group of stakeholders to examine the proposal once more during ERCST’s drafting of the report. Discussion centred on the Commission’s approach to exports\, the planned downstream extension of CBAM\, and the anti-circumvention framework\, exploring the rationale behind these measures\, their expected impacts\, and remaining gaps in addressing identified risks. \nDraft agenda   Slides[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Debate - Industrial Accelerator Act: will it be the signal for hydrogen demand to emerge?
DESCRIPTION:  \n  \n This was an ONLINE event.  \nThe Industrial Accelerator Act (IAA) is a core element of the Clean Industrial Deal\, designed to accelerate the decarbonisation of Europe’s energy-intensive industries (EIIs). It aims to address three major challenges slowing industrial transformation: lengthy permitting procedures\, high investment risks for clean industrial technologies\, and insufficient demand for low-carbon industrial products. \nTherefore\, the IAA introduces measures to accelerate permitting procedures for industrial manufacturing and decarbonisation projects\, create lead markets for strategic products through Union-origin and low-carbon requirements in public procurement and support schemes\, establish conditions for foreign direct investment in emerging strategic sectors\, and promote industrial activity through the designation of industrial manufacturing acceleration areas by Member States. \nThis event discussed the Industrial Decarbonisation Accelerator Act which was published on March 4th 2026 and assessed whether it can finally trigger hydrogen demand\, strengthening industrial competitiveness and the EU’s climate-neutrality pathway. \nAgenda Recording  Slides

SUMMARY:Quo Vadis ETS: Challenges and Solutions
DESCRIPTION:This was an-invitation only event. \nERCST\, since its inception\, has been a strong advocate of market solutions and economic instruments to address environmental challenges and find sustainable solutions. At the same time ERCST has also consistently emphasized that a strong and prosperous Europe requires a strong industrial base. \nThe EU finds itself now at an important inflection point: the Climate Law specifies very ambitious targets for 2040 and 2050\, while industrial competitiveness is under significant pressure. This is reflected in the closure of installations\, a lack of investments in energy-intensive industries\, and increasingly significant job losses. \nThe EU ETS\, as one of the key pillars of EU climate change policy has delivered an increasingly strong explicit carbon price\, as well as a rising effective carbon price(cost) driven by the decreasing cap\, the introduction of CBAM and strengthened benchmarks. \nLeading to\, and following the recent meeting in Antwerp\, which focused on competitiveness and touched upon the EU ETS\, there have been voices advocating strong measures such as pausing the EU ETS and/or the CBAM. Others\, while agreeing that strong and urgent measures are needed\, emphasize the need for measures that address the cost while preserving the flexibility and usefulness of the price signal. In Antwerp\, industry demands seemed to focus on energy and carbon cost\, especially as they relate to the adjustment in benchmarks. \nThis session was intended for a policy level discussion on the direction of the policy debate for the EU ETS ahead of the expected European Commission proposal in July 2026. The panel was invited to elaborate on the problems that need to be addressed\, in the short and long term\, but also how to address them and what are the broader consequences of their views on the way forward. Costs are emerging as a key issue\, with the additional question of who bears the costs under different models. \nDraft Agenda Recording

SUMMARY:Launch Event - Policy options for sustainable mobility: the road to decarbonization
DESCRIPTION:This was the Launch event of ERCST paper “Road transport decarbonization: innovative policy approaches for competitiveness and investment” . \nIn February 2025\, ERCST published its Reflection paper\, “Road transport decarbonization: innovative policy approaches for competitiveness and investment” after extensive consultations with a broad range of stakeholders\, including representatives from automotive materials\, vehicle manufacturers\, and energy suppliers.  The analysis presented in the Reflection paper highlighted some of the key dimensions and principles that must underpin a neutral analysis of road decarbonization policies. \nBuilding on this assessment\, the paper discussed today focuses on regulatory aspects in the area of climate change. It does not attempt to determine the contribution of climate change regulation to the current situation\, but rather to put forward new ideas on how climate change objectives can be better achieved\, therefore\, the focus is on policy options to meet climate change objectives. The goal is to create a policy environment that attracts and retains investment in advanced vehicle technologies\, sustainable fuels\, and supporting infrastructure\, thereby strengthening the EU’s industrial base and ensuring that the transition to climate neutrality also delivers economic and social benefits. \nDraft Agenda Slides Recording

SUMMARY:2026 Review of EU ETS - Stakeholder meeting
DESCRIPTION:This is an invitation-only event. If interested in participating\, please email: cmeinardi@ercst.org\, tpaperini@ercst.org.  \nThis is an online event. \n\n2026 will see a review of the EU Emissions Trading System for maritime\, aviation and stationary installations (EU ETS) Directive\, including the Market Stability Reserve (MSR) Decision. Other key developments to be considered include the gradual phase-out of free allocation and the implementation of the Carbon Border Adjustment Mechanism (CBAM)\, while uncertainties around ETS2 implementation\, possible consideration of integration of International Credits to cover up to 5% of emission reductions\, potential inclusion of CDRs\, and the potential inclusion of agriculture in ETS or similar systems raise the question of how much the ETS will be affected and what issues will stem from them. Furthermore\, while the ETS effectively incentivizes decarbonization on the supply side\, it does not provide incentives for demand for low carbon products. \n\n\nThe review aims to evaluate whether the current design of the ETS and the MSR remains effective and fit for purpose under these conditions. \n\n\nThe European Commission is conducting the review in the third quarter of 2026 through an evaluation and impact assessment process supported by stakeholder consultation.  \n\nTherefore\, this stakeholder meeting is thought as an initial discussion with selected stakeholders on the logic behind the 2026 ETS Review.

SUMMARY:Integrating International Carbon Markets into EU Climate Policy and Action
DESCRIPTION:[vc_row][vc_column conditional_render=”%5B%7B%22value_role%22%3A%22administrator%22%7D%5D” css_params=””][vc_column_text css=”” css_params=””] \nThis is an invitation-only event. If interested in participating\, please contact: fcalvo@ercst.org \nThis is a virtual event to be held via Zoom. \nAs part of its ongoing work on the future of EU climate policy\, ERCST is continuing its dialogue with stakeholders on the role of international carbon markets in supporting the European Union’s climate objectives. \nThe EU Climate Law foresees the potential use of a limited volume of international carbon credits towards meeting the EU’s 2040 targets. However\, how such an approach could be operationalized remains under discussion\, both within the EU and internationally. This meeting aims to contribute to this debate by examining the conditions under which international carbon markets could be integrated into the EU policy framework. \nBuilding on a draft ERCST paper prepared for this workstream\, the discussion will focus on ensuring the environmental integrity of international credits\, as well as the governance and regulatory considerations associated with their use. \nThe stakeholder exchange will explore key questions\, including: \n\nWhat criteria should be applied to determine the eligibility of international carbon credits within the EU climate policy\,\nwhat barriers and risks need to be addressed in integrating such mechanisms\,\nand how an appropriate governance framework can be designed to ensure credibility\, transparency\, and effectiveness.\n\n  \nDraft agenda[/vc_column_text][/vc_column][/vc_row]

Particular attention will be given to the role and governance of the Market Stability Reserve (MSR)\, as well as the conditions needed for the ETS to deliver both effective market operation and long-term investment certainty. \nThe stakeholder discussion will examine two central questions: \n\nhow to define a “fit for purpose” EU ETS from both an operational and investment perspective\,\nand what changes may be necessary to ensure that the system continues to drive industrial decarbonization while supporting the competitiveness of the European economy.\n\nThe event will begin with the presentation of the ERCST paper currently under preparation\, followed by an exchange of views among policymakers and stakeholders. \n  \nDraft agenda[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Stakeholder Meeting: Proposal for Permanent CBAM Exports Solution
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This event is online and by invitation only. For more information contact: msangiovanni@ercst.org\, hbevernage@ercst.org \nFollowing the release of the permanent solution for CBAM exports as part of the expected EU ETS Review proposal\, this stakeholder meeting provides a dedicated forum to examine the proposed framework in detail. The proposal marks a significant step in addressing one of the most contested dimensions of CBAM design – the treatment of EU exports and their exposure to carbon leakage risk in third-country markets. \nThe meeting will bring together stakeholders to assess the proposed solution against the objectives of environmental integrity\, trade competitiveness\, and WTO compatibility. Participants will be invited to consider the practical implications of the proposal for affected sectors and third countries\, and to reflect on outstanding design and implementation questions. \nThis public stakeholder meeting is convened as a stand-alone event\, outside the regular sequence of ERCST’s CBAM project activities\, in direct response to the publication of the legislative proposal. \n  \nDraft Agenda[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Accounting and Product Standards in Rome
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]ERCST has started a new project that will have as its starting point the fact that we have reached a point in the drive towards a low-carbon economy\, where the power industry has undertaken great strides towards decarbonization and energy transition. Electrification is and will continue to play a very important part in the economic transition and is one of the many necessary conditions for the transition to succeed that have yet to achieve the level that is needed. \nThe next step is clearly a much more difficult nut to crack: industrial decarbonization. While incomplete in many cases and also imperfect\, with much work yet to be done to achieve a viable solution\, there is currently a framework in place that is creating the supply side of low-carbon products. Since we are in a market economy\, the second part also needs to fall into place\, that is\, the demand side. Hence\, the need to ensure the creation of the right framework will lead to demand for low-carbon products. \nThis ERCST initiative will therefore look at what needs to be put in place to create demand for low-carbon products\, and the starting point is that product standards need to be investigated as an option\, but not the only option. \nThe concept of product standards for industrial decarbonization – setting minimum carbon performance requirements for goods – has gained renewed attention in light of ongoing challenges in European and global climate policy. While the idea is not new\, having been proposed in various international forums (including sectoral agreements under the Kyoto Protocol)\, recent developments make it timely to revisit this approach. \nThe European Union (EU) is entering a period of significant legislative review and policy reform\, including: \n\nRevisions to the EU Climate Law to set the 2040 target and update the EU’s 2035 NDC\nFurther review and adjustment of the EU Emissions Trading System (EU ETS) and the Carbon Border Adjustment Mechanism (CBAM)\nIntegration of carbon dioxide removals in the EU ETS\nDevelopment of markets for low-carbon products under initiatives such as the Clean Industrial Deal and Steel and Metals Action Plan\n\nIn order to introduce product standards\, what is also needed is a deep examination of carbon accounting\, especially as it relates to the product level. \nThe main objective of the initiative will be to assess how carbon accounting and carbon intensity product standards could be introduced within the EU policy framework\, building on and interacting with existing instruments (e.g.\, EU ETS\, CBAM) and other relevant legislation. \nAs always\, ERCST will follow an iterative\, consultative process that will include: \n\nResearch Report: 20–30 pages with policy recommendations.\nStakeholder Engagements: 6 events – in Brussels and Member States. The first meeting is anticipated in Brussels on xxxx\n\n[/vc_column_text][/vc_column][/vc_row]

The Report provides an independent contribution to the evolving policy debate\, supporting the assessment of whether the EU CBAM remains effective and fit to achieve its objectives. \nDesigned as a yearly benchmark\, the Report provides policymakers and stakeholders with a structured overview of the CBAM’s development and performance. It tracks key developments\, identifies remaining gaps and potential loopholes\, and establishes indicators to assess the mechanism over time. At its core\, the Report addresses a fundamental question: how should the success of the EU CBAM be measured? \nDuring the Launch Event\, ERCST will present the findings of the first edition and open a discussion on the current state of the instrument\, its future direction\, and the key challenges that will shape its continued implementation. \nRegister here \nDraft Agenda[/vc_column_text][/vc_column][/vc_row]
