DESCRIPTION:This meeting is part of the “Implementation of market and non-market provisions in the Paris Agreement” project\, which aims to create an informal atmosphere\, where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement. That is\, to understand the options available to define rules\, modalities and procedures on Article 6 of the Paris Agreement\, as well as the consequences of adopting each option.\nSince 2014\, ERCST has been hosting an ‘informal dialogue’ between negotiators\, informed by a few selected expert. SUMMARY:Stakeholders' Views on the Inception Impact assessment for the revision of the EU Emissions Trading System
DESCRIPTION:This meeting is under Chatham House Rules | No press is invited \n\nThis meeting is part of a series of webinars\, by-invitation only\, which are part of ERCST’s work stream on the revision of the EU Emission Trading System as part of the European Green Deal. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision.\n\n\nDuring this first stage of the revision process (leading up to the Commission’s proposal expected in June)\, the ERCST’s approach to the EU ETS revision will involve a number of strands\, including:\n\nAccompanying the Commission’s process by organising stakeholder meetings on the different feedback opportunities\nOrganise activities on some of the core topics/issues that are important in light of the ETS revision\, including but not limited to:\n\nCarbon pricing in other sectors;\nPolicy overlap and supply-demand balance;\nThe story for industry and carbon leakage protection;\nFlexibility mechanisms;\nDivision and use of revenues; and \nLong-term visibility and predictability\n\n\nERCST will prepare its own proposal for the ETS review\, and conduct an analysis of the Commission’s proposal.\n\n\n \nThis meeting will focus on the European Commission’s Inception Impact Assessment\, which was published on 29 October\, for which stakeholders can submit feedback until November 26. SUMMARY:In conversation with Jacob Werksman - the EU’s international climate policy
DESCRIPTION:During this one-hour conversation\, Jacob Werksman\, Principal Advisor for International Aspects of EU Climate Policy at the European Commission (DG Clima) will shed light on the EU’s international climate policy priorities going into 2021. \nAfter an introductory interview\, Andrei Marcu and Michael Mehling will moderate a Q&A with participants.\n2020 is the year that Parties to the Paris Agreement are to communicate or update their nationally determined contribution(NDC). The EU institutions have already stated their ambition to agree upon and submit an enhanced NDC by the end of the year\, and President Xi Jinping announced in September that China will enhance its NDC\, which many observers attribute in part to the EU’s active climate diplomacy. Moreover\, other Asian countries like South Korea and Japan recently pledged a net-zero target by 2050.\nDue to the ongoing health crisis\, the UNFCCC process has also been severely delayed. SUMMARY:The role of the EU ETS funding mechanisms in delivering the European Green Deal
DESCRIPTION:This meeting is under Chatham House Rules  \nThe EU ETS ‘funding mechanisms’ are an important element of the fourth fase (2021-2030) of the EU ETS\, and will be a key financing tool to deliver upon the European Green Deal and updated 2030 climate targets. These funding mechanisms have been operationalised over the last few years – the Innovation Fund launched its first call for proposals in June 2020\, while the Modernisation Fund\, for which the Implementing Act was adopted on 2 July 2020\, is to be operationalised at Member State level.\nERCST and CEEP have together been working on this topic for the last few years\, organising workshops in Brussels and beneficiary Member States to facilitate a debate on how to successfully operationalise and utilise these funds\, and deepen the understanding of the regional financing needs and priorities. Several papers were published to update stakeholders on the implementation process and raise issues for discussion and clarification.\nDuring this meeting\, we will discuss the ‘state of play’ of the funding mechanisms and their operationalisation\, including how the beneficiary Member States intend to use the Modernisation Fund. Given the resurgence of discussions about BCAs on the EU political agenda\, ERCST has examined the various available policy design elements and options\, along with the associated environmental\, economic\, political and legal implications\, in order to better understand what form of BCA might work for the EU.\nERCST has held in-person meetings and webinars to engage stakeholders and experts across the EU\, including events in various EU capitals and Town Halls with prestigious institutions from trade partner countries\, such as USA\, India\, South Korea\, Japan\, Russia\, Ukraine\, South Africa and Mexico. While it has been faced by many issues\, the ETS has increasingly proven to be ‘fit for purpose’ in recent years. This raises the question of how to deal with competitive pressure and carbon leakage\, pushing BCAs to the front as a possible solution.\nBorder carbon adjustments (BCAs) aim to alleviate negative effects caused by uneven climate policies by including imports and/or exempting exports. BCAs seek to level the playing field in competitive markets\, incentivize trade partners to strengthen their own climate efforts and prevent leakage of carbon emissions to jurisdictions with weaker policies. DESCRIPTION:This meeting is under Chatham House Rules | No press \n\n\n\n\nThe EU ETS has long been considered one of the cornerstones of the EU’s climate policy. While it has been faced by many issues\, the ETS has increasingly proven to be ‘fit for purpose’ in recent years. Today\, the EU ETS stands at the dawn of a new revision process\, which will have to ensure that it helps delivering on the European Green Deal in an economically efficient way.\nThis Fall\, ERCST will start a series of discussions on the future of this important policy instrument\, starting with a first look at the role of the EU ETS within the 2030 Climate Target Plan on September 29.\nThis will be followed by a series of topical sessions throughout 2020 and 2021\, aimed at discussing specific elements and issues related to the EU ETS\, in preparation for the Commission’s proposal due in June 2021 and the subsequent negotiation process.\nThis initial brainstorm session is meant to bring together a small group of stakeholders to discuss a number of issues\, including: \n\nthe positive and negative elements of the current EU ETS design;\nthe policy options that can address any identified flaws in the system;\nwhich policy options should (or shouldn’t) be considered in the upcoming (Inception) Impact Assessment for the EU ETS revision;\nthe structure and elements to be discussed in the ERCST work stream ‘the Future of the EU ETS’.\n\nERCST will present its views\, which will be followed by a few initial interventions and an open roundtable discussion with participants.\n \n \n\n\n\nParticipation in this meeting is by invitation only. DESCRIPTION:European Roundtable on Climate Change and Sustainable Transition (ERCST) and Iniciativa Climática de México (ICM) are organising a virtual Mexico-EU “town hall meeting” on August 27\, 2020 on the role that Border Carbon Adjustments (BCAs) may play in addressing asymmetry in climate ambition under the Paris Agreement\, with special focus on the plans that the European Union has to examine this option. This activity together with other similar planned “town hall” meetings will feed into a policy paper on the international views on BCA that ERCST will publish in collaboration with its partners.\nThe European Green Deal has strengthened the level of climate ambition\, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage\, pushing BCAs to the front as a possible solution.\nBorder carbon adjustments (BCAs) aim to alleviate negative effects caused by uneven climate policies by including imports and/or exempting exports. BCAs seek to level the playing field in competitive markets\, incentivize trade partners to strengthen their own climate efforts and prevent leakage of carbon emissions to jurisdictions with weaker policies. SUMMARY:In Conversation with Karsten Sach: Priorities of the German Presidency of the Council of the EU
DESCRIPTION:During this one-hour conversation\, Karsten Sach\, Director-General for European and International Climate Policy of the German Federal Ministry for the Environment\, Nature Conservation\, and Nuclear Safety (BMU)\, will shed light on Germany’s climate priorities for their term. After an introductory interview\, Andrei Marcu (ERCST) will moderate a Q&A with participants.\nOn 1 July\, Germany will assume the presidency of the Council of the EU from Croatia\, for the remainder of 2020. The German presidency has already been dubbed the ‘crisis’ presidency\, as it will have the challenging task to facilitate the negotiations regarding the EU’s response to the COVID-19 crisis\, including the EU’s 21-27 budget and Recovery Fund.\nClimate policy will be one of the other ‘central issues’ for the presidency\, and several high-profile files\, including Council discussions on the Climate Law\, the Commission’s presentation of the 2030 Climate Target Plan and a potential update of the EU NDC\, will likely be on the political agenda.\nIn addition\, the German Presidency was to span COP 26 in Glasgow\, a critical moment for those that look for an increase in NDC commitments. SUMMARY:Virtual USA-EU 'Town Hall' on Border Carbon Adjustments
DESCRIPTION:The European Roundtable on Climate Change and Sustainable Transition (ERCST) and the Nicholas Institute for Environmental Policy Solutions at Duke University are organising a virtual USA-EU “town hall meeting” on June 17\, 2020 on the role that Border Carbon Adjustments (BCAs) may play in addressing asymmetry in climate ambition under the Paris Agreement\, with special focus on the plans that the European Union has to examine this option. This activity together with other similar planned “town hall” meetings will feed into a policy paper on the international views on BCA that ERCST will publish in collaboration with its partners.\nThe European Green Deal has strengthened the level of climate ambition\, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage\, pushing BCAs to the front as a possible solution.\nBorder carbon adjustments (BCAs) aim to alleviate negative effects caused by uneven climate policies by including imports and/or exempting exports. BCAs seek to level the playing field in competitive markets\, incentivize trade partners to strengthen their own climate efforts and prevent leakage of carbon emissions to jurisdictions with weaker policies. These objectives can be achieved by a tariff or other fiscal measure applied to imported goods\, the extension of regulatory compliance obligations (e.g. ETS) to imports or a tax exemption or regulatory relief for exports.\nThis virtual town-hall is part of the ERCST project on border carbon adjustment\, which is supported by Eurofer\, Enel\, FuelsEurope\, the Government of France\, the Government of Germany\, HeidelbergCement\, MetInvest\, and Solvay.\n  \nParticipation in these town halls is by invitation only. SUMMARY:EU ETS Market Stability Reserve: Coping with COVID-19 and preparing for the review
DESCRIPTION:This meeting is part of an ongoing effort by ERCST to promote a discussion on the review of the Market Stability Reserve (MSR)\, scheduled in 2021. ERCST has organised several meetings on this topic throughout 2019\, and launched its paper “Preparing the review of the Market Stability Reserve” last November.\nHalf a year later\, the context of this upcoming review has changed completely. The European Green Deal announced an increase in the 2030 and 2050 ambition\, and mandated a review of the entire Energy and Climate Framework\, for which the proposal is expected by June 2021. In recent months\, Europe and the rest of the world has been hit by COVID-19\, and the measures put in place to address the health crisis will have strong impacts on the economy\, accompanied by significantly lower CO2 emissions in 2020.\nThis meeting aims to explore the ramifications of the current crisis on the EU ETS\, and on the functioning of the Market Stability Reserve.
