SUMMARY:Informal Forum on Article 6 of the Paris Agreement
DESCRIPTION:By invitation only | Bonn\nThis meeting is part of the “Implementation of markets and non-markets provisions in the Paris Agreement” project. The meeting followed the informal forum held in Glion at the beginning of March\, and was in adjacent to SB 50. SUMMARY:Informal Dialogue on Response Measures

SUMMARY:Issues and options for the revision of the state aid guidelines in the context of the EU ETS
DESCRIPTION:The state aid guidelines are up for revision – not review – which means that they could change significantly. SUMMARY:2019 State of the EU ETS Report - Launch
DESCRIPTION:This meeting is the launch event of the 2019 State of the EU ETS Report. During the meeting\, the authors will present the Report and their findings through a presentation\, after which the Report will be discussed in a roundtable setting. This will be the fourth annual report on the State of the EU ETS\, and builds on the report produced by this group of authors in the last two years. The 2018 Report can be accessed here.\nThe European Commission is required to annually assess\, according to the EU ETS Directive\, the functioning of the EU ETS and report back to the EU Parliament and Council. This meeting is part of a series of meeting on state aid guidelines and indirect costs compensation\, which started with a discussion with stakeholders on January 31\, and will continue throughout the year with the next meetings planned on May 8 and September 19. SUMMARY:Preparing the review of the Market Stability Reserve
DESCRIPTION:The MSR has started to operate this year and the first review is scheduled in 2021. In this review\, the track-record and impacts of the MSR will be analysed. Based on this analysis\, and a discussion on what the MSR is ought to achieve\, a decision will have to be made on whether or not to change the parameters\, and if so\, how.\nDuring this event\, ERCST will present an outline on how a review of the MSR could be carried out\, and which parameters are to be monitored. DESCRIPTION:This meeting is part of the “Implementation of markets and non-markets provisions in the Paris Agreement” project\, which aims to create an informal atmosphere\, where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement. SUMMARY:Carbon Pricing Leadership Coalition Research Conference
DESCRIPTION:The Carbon Pricing Leadership Coalition (CPLC) and the World Bank Group hosted the world’s first International Research Conference on Carbon Pricing on February 14-15 in New Delhi\, India.\nERCST’s Director\, Andrei Marcu\, co-chaired the Research Committee of this Conference. \n \nResearch and analysis are vital for effective carbon pricing design and implementation. With the goal of strengthening the carbon pricing knowledge base and fostering an improved understanding of the evolving challenges to its successful application\, the Carbon Pricing Leadership Coalition will convene researchers\, practitioners\, and interested stakeholders for the CPLC Research Conference.\nThe event convened over 30 researchers from across the globe to present papers on various carbon pricing themes. These papers have been selected through a review process by an international scientific committee comprising of academics\, researchers\, and policymakers.\nThe two-day Conference hosted over 300 participants and be centered around six central themes: (1) Learning from Experience\, (2) Carbon Pricing Design\, (3) Concepts and Methods\, (4) Political Economy\, (5) Decarbonizing the Economy\, and (6) Emerging Frontiers. SUMMARY:State Aid Guidelines and the EU ETS: indirect costs
DESCRIPTION:The ‘Revision of the Guidelines on certain State aid measures in the context of the GHG allowance trading system post-2020’ is well underway\, and is set to be finalised by the Autumn of 2020. The guidelines are up for a total revision – meaning that all aspects and implementation of in are up for revision this year. This includes bringing the guidelines into line with the EU ETS Phase 4 Directive\, but also the more politically sensitive topic of indirect cost compensation. \nThe European Commission has indicated that the criteria for sectors to be eligible for indirect cost compensation could be changed – and therefore the list of sectors that can apply for compensation under national schemes. Also up for revision is the maximum amount of indirect cost compensation for eligible installations and the emission intensity of electricity production (the so-called regional CO2 factors) used to determine that amount. The revision could not only revisit current rules for indirect cost compensation\, but also add new ones if necessary\, for example the need for installations to invest in energy efficiency. \nERCST is setting up a brainstorming session to allow stakeholders to discuss their priorities for the revision of the state aid guidelines\, and to explore options and packages that mitigate carbon leakage risk while not leading to windfall profits. Article 6 negotiations are carried out under Agenda Item 11. As final element of this project\, a policy paper is being written outlining the various options to enhance the EU NDC which were assessed using a set of criteria developed by the project team and tested through surveys with key experts and stakeholders.\nSix ‘Open Fora’ were organised in the EU Member States in the weeks leading up to COP24 are part of this project. Here\, local stakeholders were given the oppor\ntunity to discuss the different options of increasing the EU NDC and the criteria to assess them. DESCRIPTION:This workshop\, held in Glion\, is part of the Informal Forum on Implementation of Article 6 of the Paris Agreement under the UNFCCC process. This workshop followed the resumed SBSTA 48 Session held in Bangkok. Article 6 negotiations are carried out under Agenda Item 11. SUMMARY:ICTSD & IETA Article 6 Business Dialogue
DESCRIPTION:ERCST and IETA held a joint workshop on Article 6 of the Paris Agreement in Glion\, back-to-back with the Informal Dialogue on Article 6\, organised by ICTSD. The workshop brought together IETA members and key UNFCCC market negotiators\, presenting a unique opportunity to discuss Article 6 priorities and share private sector experiences with international carbon markets.\nParticipants had the opportunity to participate in a discussion on why they view as the main issues related to Article 6.2 and 6.4. SUMMARY:IPCC 1.5ºC Report: What are the main messages and EU policy implications?
DESCRIPTION:The Paris Agreement officially entered into force on 4 November 2016 and aims to pursue “efforts to limit the temperature increase to 1.5°C above pre-industrial levels”.\nThe UN’s Intergovernmental Panel on Climate Change (IPCC) agreed in early 2016 in Nairobi on a timeframe for its next major series of climate reports – including a special report in 2018 on the ramifications of a 1.5 degree Celsius increase in global temperatures above pre-industrial levels.\nThe IPCC has responded to this “temperature goal” by working on a special report on “Global warming of 1.5°C” that has been adopted by Governments less than 10 days ago in Incheon (Republic of Korea).\nThis report attempts to put in perspective\, through the most recent scientific literature\, the impacts of a 1.5°C world and related global greenhouse gas emission pathways to get us there.\nBut what policy implications does the 1.5°C target have\, both globally and for the EU’s climate policy?
